About the Department

This position participates in the operation, maintenance and repair of the City’s water treatment system and distribution system. 

Position Duties

  • Participates in the repair, maintenance and flushing of hydrants.
  • Participates in the repairs, maintenance, and installation of valves, service connections, meter pits and water mains.
  • Participates in troubleshooting and repairs of water leaks.
  • Participates in locating water and sewer mains.
  • Participates in responses to and helps resolve customer service complaints.
  • Participates in the operation of a variety of construction equipment.
  • Participates in the backfilling of excavations in compliance with compaction test requirements.
  • Participates in the operation, maintenance and repair of wells.
  • Participates in the building and grounds maintenance, including janitorial duties at water facilities, restrooms and offices.
  • Complies with OSHA requirements for safety, PPE, chemical labeling and storage, SDS, fall protection, and trenching and shoring.
  • Participates in maintaining records and preparing reports.
  • Participates in collecting water samples for analysis.
  • Participates in repairing landscaping.
  • Responds to callout requests and emergencies for after-hour emergencies.
  • Attends required training classes.
  • Participates in compliance with EPA and DEQ sanitary survey inspections /repairs.
  • Participates in compliance with all Safe Drinking Water Act and applicable Code of Federal Regulations requirements pertaining to public water systems.
  • All other duties as assigned.

Minimum Qualifications

  • Knowledge of department safety policies and procedures.
  • Knowledge of water treatment and distribution principles, operations and equipment.
  • Knowledge of water distribution system maintenance principles.
  • Knowledge of fire hydrant and valve installation and maintenance.
  • Knowledge of water treatment rules, regulations, standards, and principles.
  • Knowledge of relevant state and federal regulations.
  • Knowledge of the principles and practices of water sample collection and analysis.
  • Skill in the operation of assigned vehicles and equipment.
  • Skill in the use of hand and power tools.
  • Skill in problem solving.
  • Skill in interpersonal relations.
  • Skill in oral and written communication.

Other Qualifications

SUPERVISORY CONTROLS
The supervisor assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES
Guidelines include OSHA regulations, state and federal environmental regulations, and department policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.

COMPLEXITY/SCOPE OF WORK

  • The work consists of related technical duties. Inclement weather and field conditions contribute to the complexity of the position.
  • The purpose of this position is to operate, maintain, and repair the city’s water treatment and distribution system. Successful performance contributes to the efficiency and effectiveness of utility services.

  • Contacts are typically with coworkers, customers, plumbers, vendors, contractors, and the general public.
  • Contacts are typically to give or exchange information, resolve problems, and provide services.
 
PHYSICAL DEMANDS/ WORK ENVIRONMENT
  • The work is typically performed while intermittently sitting, standing, walking, bending, crouching or stooping. The employee occasionally lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell. 
  • The work is typically outdoors, occasionally in cold or inclement weather. The employee is exposed to noise, dust, dirt, grease, machinery with moving parts, contagious or infectious diseases, and irritating chemicals. Work requires the use of protective devices such as masks, goggles, gloves, etc. 

SUPERVISORY AND MANAGEMENT RESPONSIBILITY 
None.

   MINIMUM QUALIFICATIONS
  • A high school diploma or GED AND one (1) year of relevant construction, plumbing, building, and/or system maintenance or closely related experience OR any equivalent combination of experience and/or education from which comparable knowledge, skills, and abilities have been achieved.
  • Ability to obtain and maintain a State of Wyoming Department of Environmental Quality (WYDEQ) Level I Water Treatment Operator certification within one (1) year of employment.
  • The incumbent must also obtain a WYDEQ Level II Water Distribution Certification within two (2) years of employment.
  • Ability to obtain and maintain a valid State of Wyoming Class A Commercial Driver’s License with air brake and tanker endorsements within six months of hire.
  • May be required to obtain other licenses and/or certifications required to perform the functions of the position within a specified period of time.
  • May be required to lift and/or carry heavy, bulky supplies, materials, and/or other items weighing up to 50 pounds.
  • May be exposed to dangerous machinery, potential physical harm, extreme weather conditions, and infectious diseases.
  • May be required to work outside the traditional work schedule.
  • May be subject to call-out and/or call-back.
