About the Department

The purpose of this position is to provide for the removal of waste and recycling materials from customers.  This is accomplished by supervising crews, responding to requests and inquiries, overseeing routes and schedules, supervising equipment maintenance and repair, and ensuring safety guidelines are followed. Other duties include investigating accidents, enforcing codes, monitoring budgets, maintaining inventories, and coordinating efforts with other departments.

Position Duties

  • Schedules and supervises crews by planning and supervising daily tasks and activities, establishing and monitoring routes, observing routes, establishing procedures and guidelines, evaluating assigned duties, coaching for performance improvement and recommending personnel actions.

  • Responds to requests and inquiries by taking complaints, scheduling deliveries and pickups, observing routes, checking utility accounts, and meeting with citizens.

  • Completes maintenance activities by scheduling and monitoring preventive maintenance, reviewing pre and post trip inspection reports, completing on-site repairs, and scheduling maintenance during breakdowns.

  • Maintains reports and documents by collecting route/weight tickets, completing daily reports, reviewing information on equipment and staff, and entering information into documents and spreadsheets.

  • Coordinates efforts with staff and departments by attending meetings, serving on committees, working on new programs, attending and participating in public meetings, and speaking with residents and customers regarding concerns.

  • Oversee daily work assignments for administrative staff, produces work orders and assigns work to crews for trash and recycling cart delivery and repair, manages heavy call center activity handling customer appointment scheduling, addressing customer concerns, recording missed stops or complaints. Is the liaison and fully understands Cape Fear Public Utility Authority billing system.  Assists superintendent with budget entry, produces requisitions and receives purchases in the city financial system, records data and produces all needed reports.  Maintains RFID recycling cart data and location of carts. This position interviews and hires administrative staff and is responsible for training in all aspects of front office work assignments. Has heavy daily contact with the public, management and front line staff.

  • Oversee the solid waste downtown service section. Supervises crews from 3:30am to 11:00pm seven days per week for collection of trash and recycling, side walk pressure washing, restroom maintenance, daily replacement of bags of trash in public receptacles and general litter patrol.  This position has very heavy contact with CBD business owners, organization and city staff with interest in Historic Downtown.  The position takes the lead to coordinate all City sponsored events and festivals working closely with other city departments.  The downtown services manager is responsible for ordering, delivering, inventorying, auditing, billing and collection of required city blue and green bags. 

Minimum Qualifications

Education and Experience
High School Diploma or GED with five (5) years of experience in solid waste operations and at least three (3) years of operating in a supervisory or lead capacity.

OR 

Associate’s Degree in solid waste management, environmental health, or related field and three (3) years of experience in solid waste operations with at least one (1) year operating in a supervisory or lead capacity or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities.

An equivalent combination of education and experience that provides the required knowledge, skills, and abilities.

Certification & Other Requirements
  • Valid Class C Driver's License
  • NIMS IS 100 and 700, ICS 300 and 400 within 6 months of hire
  • This position is considered essential in times of emergency or natural disaster and is required to work most City-sponsored events and festivals and City observed holidays.
