JOB TITLE: PERMIT & LICENSING CLERK
PERMITS DIVISION – DEVELOPMENT SERVICES
GENERAL STATEMENT OF JOB
Under general supervision, performs a variety of specialized clerical/administrative work in support of activities of the Permitting and Licensing Division of the Development Services Department. Work involves routine clerical functions, including assisting customers at the front counter, processing one-sheet Building Permits, processing payments, answering Department phone calls and emails, maintaining files, compiling data for reports, creating reports, forms and spreadsheets, computer data entry and other specialized functions or duties as assigned by the Director. Reports to the Building Official.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
- Provides primary administrative and clerical support to the Building Division. Assists in maintaining building permit records and files, assisting in the assignment of Building Permits to the Plans Reviewers and building inspections to the Inspectors. Utilizes computerized data entry equipment and word processing, spreadsheet and/or file maintenance programs to enter, store, create and/or retrieve information as requested or otherwise necessary.
- Maintains a variety of files, filing and retrieving materials as requested or as otherwise necessary; compiles data for technical reports, and submits to supervisor or governing agencies as required.
- Screens and independently handles calls and visitors, answering inquiries/complaints and providing information and assistance as needed. Prepares routine form-letter correspondence necessary for the building site plan review and building permitting administrative processes.
- Requires cross-training with department staff to provide backup and additional support as required, which includes knowledge of the Business Tax Receipt (BTR) administrative functions and processes.

- Complete additional administrative tasks assigned.
Qualifications
MINIMUM TRAINING AND EXPERIENCE
Graduation from high school plus 3 to 5 years of customer service experience and preferably two 2 years of experience in building permitting, building trades operations or plans review. Experience with a municipality or government agency preferred or any equivalent combination of training and experience which provides the required knowledge, skills and abilities. Must possess and maintain a valid Florida’s Driver’s License.
SPECIAL INCENTIVE
If the incumbent successfully obtains the International Code Council Permit Technician Certificate, a 5% salary adjustment will be applied.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED
TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements: Must be physically able to operate a variety of modern office machinery and equipment including computers, calculators, copiers, facsimile machines, etc. Must be able to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are more than those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
