Job Title: Vice President of Compliance (5110)
Reports to: Chief Program Officer FLSA Status: Exempt
Position Summary: Provides executive oversight of the Clinical, Nursing, and Quality Assurance divisions, ensuring regulatory alignment, service excellence, and continuous
quality improvement. This role leads audits, data analysis, and performance reporting while monitoring risks, policy changes, and best practices to keep strategies proactive
and evidence-based. Working closely with the Chief Program Officer and other leadership levels, the Vice President ensures compliance with all federal, state, and local
regulations, prepares the organization for external reviews and accreditations, and drives a culture of accountability, equity, and ethical service delivery that supports The Arc’s
mission.
Responsibilities:
• Oversee the Clinical, Nursing, and Quality Assurance divisions, ensuring regulatory alignment, compliance with accreditation standards, and delivery of high-quality
services that meet benchmarks.
• Direct the collection, analysis, and reporting of service quality data, including outcomes, incident trends, root cause analyses, and stakeholder feedback; ensure
findings inform decision-making and practice improvement.
• Reinforce, oversee, and manage established internal audit systems, while designing new ones as needed to assess performance, strengthen accountability,
and ensure continuous regulatory alignment.
• Monitor emerging risks, industry best practices, and policy changes to ensure agency strategies remain proactive, evidence-based, and aligned with the evolving
human services and disability landscape, while providing clear recommendations.
• Monitor performance data, incident management systems, satisfaction surveys, and audit findings to identify systemic issues and lead continuous quality
improvement initiatives.
• Develop and deliver compliance reports, dashboards, and performance summaries to ensure clear, data-driven communication of service delivery outcomes and
internal systems performance.
• Lead the development and revision of enforceable policies and procedures to ensure service delivery models align with current legal, regulatory, and ethical
standards.
• Ensure organizational compliance with all applicable federal, state, and local regulations, including DDS, HIPAA, ADA, CMS, and other mandates governing
disability program and service delivery.
• Oversee the implementation, ongoing use, and compliance of electronic systems and tools that support maintaining electronic individual and health records,
incident reporting, quality monitoring, and data management.
• Lead organizational readiness and response for internal and external reviews, including CARF accreditation, DDS Office of Quality Enhancement surveys, and
MassHealth audits.

• Provides oversight and strategic guidance to the Incident Review, Human Rights, and Positive Behavior Support Committees, and co-facilitates the agency’s Safety
Committee.
• Champion a culture of compliance, accountability, and equity by embedding compliance education and competency development into staff training and
professional development at all levels.
• Manage department specific budgets to support organizational objectives and ensure fiscal responsibility, as applicable.
• Perform other duties as assigned to support organizational success.
Qualifications:
• Bachelor’s degree in Business Administration, Healthcare Administration, Human Services, or related field required; Master’s degree strongly preferred (e.g.,
Business Administration, Public Health, Clinical Psychology, Healthcare Leadership).
• Minimum of 7–10 years of progressive leadership experience with a strong track record of driving compliance, service excellence, and continuous quality
improvement across complex service delivery systems in non-profit and disability
services.
• Extensive experience ensuring regulatory compliance, meeting accreditation standards, and managing internal/external audits (CARF, DDS OQE and Licensing,
MassHealth, HIPAA, ADA, CMS).
• Proven success implementing quality improvement initiatives, operational efficiency programs, and evidence-based practices within healthcare or human
services settings.
• Strong knowledge of DDS, MassHealth, CARF, and related compliance and quality assurance protocols in nursing and behavioral health within the disability
landscape.
• Advanced proficiency in data analytics and performance measurement, with the ability to translate findings into actionable recommendations and reports.
• Superior interpersonal, facilitation, and written communication skills with the ability to effectively engage regulators, stakeholders, and cross-disciplinary teams.
• Proven ability to champion a culture of compliance, accountability, equity, and ethical service delivery while aligning organizational practices with state and
federal mandates.
