Hiring Range: $50.00 - $60.00/Hour
Hours: 8:00 a.m. - 5:00 p.m.

Provides management, coordination, and support for a specific set of assigned projects and initiatives for the City of Durham's Human Resources Department. Evaluate projects for conformance to the overall goals and objectives of the Department.  Develops and implements operational support programs as applicable to the department's overall objectives.

Position Duties

  • Provides coordination in the planning and implementing various programs and initiatives for a specified business unit within the division.
  • Drafts standard operating procedures to document internal department procedures and workflows.
  • Recommends changes to workflows based on new technologies and optimization.
  • Leads and implements business cycle project plans; evaluates project status and resource utilization and implements changes to improve team effectiveness.
  • Communicates and interacts with internal and external partners.
  • Researches, evaluates, and analyzes human resources business requirements and processes that potentially impact operations; generates reports summarizing business data for discussions, projections, and strategic recommendations in response.
  • Reviews and ensures accurate completion and timely submission of organizational, governmental, and other reports as required, with respect to assigned areas of responsibility.
  • Participates in developing, coordinating, and implementing changes and/or improvements in the department's human resources and/or other management systems and procedures.
  • Participates in developing, implementing, revising, and maintaining policies, objectives, short-and long-range planning; develops and implements projects and programs to assist in accomplishing established goals.
  • May provide supervision or lead a project team, including training, work allocation, and problem resolution while working on projects.   
  • Performs miscellaneous job-related duties as assigned.

(This is a representative list of projects.  Other projects may be assigned within other functional areas as needed).
  • Provide guidance and support on the City of Durham’s written Compensation Plan.
  • Develop job descriptions and educational requirements for select positions.
  • Assist in the development of workflows for new employee processes. 
  • Define benefit responsibilities and standard operating programs.

Minimum Qualifications

  • Bachelor's degree.
  • At least 5 years of experience directly related to the duties and responsibilities specified.

  • Ability to be work with highly confidential information and maintain confidentiality.
  • Must have strong computer skills in MS 365, MS Word, Excel, and PowerPoint.
  • Possess strong business writing skills. 
  • Demonstrated knowledge and understanding of effective written communication principles, processes, media, and techniques.
  • Knowledge of current and emerging trends in technologies, techniques, issues, and approaches in area of expertise.
  • Advanced analytical, evaluative, and objective critical thinking skills and the ability to effectively summarize and present information.
  • Program planning and implementation skills.
  • Skill in organizing resources and establishing priorities.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Ability to develop, plan, and implement short- and long-range goals.
  • Excellent written, oral, and electronic communication skills.
  • Ability to make administrative/procedural recommendations. 
  • Ability to establish, develop, and implement processes and procedures that align the City of Durham processes with industry standards and best practices.
