About the Department

Summary Objective

The purpose of this position is to develop operational strategies and priorities to align Metro’s financial resources with its strategic plan. Manage the overall budget development and implementation process and related budget document production and reporting requirements.
This class works independently, under limited supervision, reporting major activities through periodic meetings.

Position Duties

ESSENTIAL FUNCTIONS

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.

  • Plans, develops, implements, and evaluates continuous improvement procedures.

  • Represents the department to other agencies, contractors and vendors.

  • Evaluates programs, policies and procedures for effectiveness and recommends modifications and improvements.

  • Fosters a culture of empowerment and ownership to resolve issues and improve operations.

  • Plans, develops, implements, and evaluates continuous improvement procedures and reviews within department and throughout Metro.

  • Supervises and coordinates various research projects relating to OMB and Metro’s strategic plan.

  • Works directly with staff to determine whether policy, legal, or financial issues can be resolved within existing policies and procedures.

  • Provides additional training and guidance to existing staff as well as developing a training system for newly hired personnel.

  • Would oversee a functional area such as budget, contracts, accounts payable, accounts receivable, procurement, or departmental relationship management.

  • Serves as a liaison to the OMB management team or any ad hoc committees to resolve systemic issues either within OMB or throughout the enterprise.

  • Performs related work as assigned.

Minimum Qualifications

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor’s Degree in Accounting, Economics, Finance, Business or Public Administration or related discipline.

  • Six (6) years of finance, accounting, budget preparation, budget analysis, procurement, program compliance, payroll, revenue collection, financial analysis experience or an equivalent combination of education, training and experience.


OTHER MINIMUM REQUIREMENTS

  • Must provide one's own source of transportation.

  • Must be able to work mandatory comp time during certain periods of the calendar year.

  • Must possess and maintain a valid state driver’s license with an acceptable driving history.

Desirable to have managed more than 4 employees


PHYSICAL DEMANDS

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

ESSENTIAL SAFETY FUNCTIONS

Other Qualifications

Specific Responsibilities:

- Oversee medical billing operations to ensure accuracy, compliance, and effective revenue cycle management across multiple public health and emergency response divisions. 

- Monitor and analyze key performance indicators—including charge capture, denial rates, and collection performance—to identify areas for process improvement. 

- Ensure compliance with billing regulations and reimbursement policies related to Patient Pay, Medicare, Medicaid, and other insurance payors. 

- Maintain thorough knowledge of relevant state and local healthcare regulations, laws, and fee schedules to support consistent and lawful billing practices. 

- Oversee and optimize activities related to the electronic billing system in coordination with budget and administrative units. 

- Work closely with leadership to incorporate best practices in revenue cycle management and payer contracting. 

-Respond to billing and medical records requests in accordance with HIPAA requirements. 

- Act as the designated credentialing agent by managing processes related to third-party payer onboarding and revalidation. 

- Provide staff education on accurate medical coding standards

Not a requirement but is a desirable skill to have if applying:

certification as a professional coder is preferred
