About the Department
Provide professional and technical assistance to the Division Director including but not limited to Stormwater management and provide assistance to the Solid Waste Operations Manager with fulfilling the City’s obligations of the Solid Waste and Recycling Collection program.
Position Duties
- Perform NPDES inspections of city infrastructure; reviewing field conditions for consistency with record drawings, ensuring any inconsistencies are reported to GIS.
- Properly document necessary repairs to City stormwater infrastructure and coordinate timely repairs with Division Director and Streets, Stormwater and Construction Manager.
- Coordinate the City’s lake management program, including but not limited to: schedule and perform monthly/quarterly surface water sampling, manage city’s aquatic herbicide contractor; perform aquatic herbicide treatment (when necessary), coordinate sampling dates with Environmental Lab; maintain surface water sampling equipment, collect/report daily lake level readings and accurately complete monthly and quarterly data entry of surface water sampling data.
- Manage Cranes Roost pump operation surface water sampling when necessary.
- Assist Solid Waste Operations Manager with the administration of the City’s Solid Waste and Recycling Programs. Tasks include but are not limited to: assume management responsibilities in the absence of the Solid Waste Operations Manager, assist with employee evaluations and disciplinary actions, employee scheduling, interview potential applicants and onboard new employees.
- Provide support to Division Director for the following tasks including but not limited to: budget tracking, educational outreach, customer service and coordination with internal departments and external agencies for solid waste services.
- Assist Solid Waste Operations Manager with the coordination of solid waste disposal during the annual Spring Cleanup, emergency operations and special pickups.
- Deliver recycling bins and garbage carts to residential accounts.
- Coordinate with Clerk’s Office to complete annual inspections of franchise haulers and monitor franchise haulers. Conduct commercial sanitation audits, when necessary.
- Perform code enforcement activities as necessary.
- Manage Environmental Services contracts including but not limited to: landscape contract with regards to Public Works’ sites, city facility garbage services and aquatic herbicide contract.
- Drive to and from City work sites. Perform additional duties as assigned including being available for emergency call-outs and Red, Hot and Boom.
- In the event of an emergency, all employees are considered essential and may be required to perform duties outside of their normal job description.
- Complete required trainings as specified within the City Comprehensive Emergency Management Plan.
Minimum Qualifications
MINIMUM QUALIFICATIONS:
- Associate’s degree (Arts or Science); or two (2) years of experience in a stormwater management or solid waste related field; or two (2) years customer service, administrative, or program operations experience. An equivalent combination of training and experience will be considered.
- (2) years supervisory experience.
- Proficiency with Microsoft Office Applications, including Word, Excel, PowerPoint, and Outlook.
- Valid Class E driver license. Must obtain a State of Florida Class E driver license within thirty (30) days of employment.
- Valid Commercial Class B Driver License (CDL)or proof of written portion (valid permit) of Class B CDL.
PREFERABLE QUALIFICATIONS:
- Completion of the Florida Department of Environmental Protection Introduction to DEP SOP's for Water Sampling & Meter Testing. Must complete course within six (6) months of employment.
- FDEP Erosion and Sedimentation Control Inspector Certification.
- Licensed Herbicide applicator. Must obtain licensing within six(6) months of employment.
- Experience with operation and trailering of a boat.
- Florida Safe Boaters certification. Must complete course within (6) months.
- Licensed Code Enforcement Officer. Must complete certification within (1) year.
- TTC maintenance of traffic certification. Must obtain certification within (6) months.
- Willingness to adopt AI and emerging technologies.
Other Qualifications
Applicants will be required to complete a Disclosure & Authorization Regarding Background Investigation, a Confidentiality Agreement and a criminal background screening.
Driving history for the past three (3) years must reflect no violations of a driving related felony offense, or driving under the influence (DUI) which includes both drugs and alcohol, reckless driving, or hit and run involving an occupied vehicle or attended property, or an accumulation of traffic violations, plus three (3) points for each attendance at driving school (regardless of whether points were assessed against the license) where the penalty points do not exceed twelve (12).
Position is considered at-risk for exposure to Hepatitis B during performance of regular duties. An acceptance/declination of vaccination form is required.
Note: This position, with a CDL, is covered under D.O.T. Regulations for pre-employment drug testing and inquiries.
