Duties
You will be responsible for matters associated primarily with the Planning and Programming phases of the Navy’s Planning, Programming Budgeting and Execution (PPBE) process for SAP.,You will liaison with fleet representatives, Intelligence Community (IC), warfare sponsors, Systems Commands (SYSCOMs) and requirements officers to validate and synchronize requirements spanning multiple sponsors and stakeholders.,You will develop innovative opportunities for collaboration across the DoD and DON SAP and non-SAP enterprise.,You will execute defense acquisition system management processes and requisite documentation per governing directives and statues for major program milestone activities and decision reviews.,You will analyze and provide recommendation to senior leadership to support recurring oversight function for the SAP portfolio including acquisition milestones, annual program review, funding execution assessment, technology readiness level progress.,You will review all submissions to Congress to justify budget exhibits as well as defense committee briefings for accuracy and currency.,You will identify the need for and initiate MOAs/MOUs in accordance with DON SAPCO policy.
Qualifications
Your resume must also demonstrate at least one year of specialized experience performing work equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following: -1.) Exercising knowledge and demonstrated experience leading personnel, implementing requirements, and overseeing programs through all phases of the Navy Planning, Programming, Budgeting and Execution (PPBE) System and POM process is required. 2.) Ability to analyze the credibility and capabilities of new technology, including the evaluation of new opportunities for joint and combined program execution, synergistic development, or sharing of novel technology; 3.) Ability to think creatively and develop innovative solutions in a dynamic, fast-paced, challenging environment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
