About the Department

The Town of East Hartford is seeking a qualified and motivated professional to serve as Deputy Assessor. Under the general supervision of the Assessor, this position assists in planning and directing a town-wide program of real and personal property assessment for taxation purposes. The Deputy Assessor assumes responsibility for the department in the absence of, or at the direction of, the Town Assessor.

Position Duties

    • Receives oral or written instructions from the Assessor and carries out assignments accordingly.
    • Plans and organizes daily work following standard office procedures.
    • Allocates tasks, trains, and provides lead supervision to office staff as needed.
    • Conducts field investigations, inspections, and valuations of real and personal property.
    • Gathers physical, legal, rental, and market data for accurate property listing and appraisal.
    • Directs the discovery and assessment of taxable personal property.
    • Performs audits of personal property accounts.
    • Conducts complex assessments and reassessments of real and personal property in the field.
    • Determines legal ownership of personal property.
    • Maintains and updates assessment maps, including land splits and new subdivisions.
    • Assists in planning and directing staff involved in the town-wide assessment program and preparation of assessment rolls.
    • Oversees the preparation and maintenance of assessment records, maps, and related documents.
    • Prepares and supervises the creation of statistical and special reports, including those required by the State of Connecticut.
    • Assists in administering elderly tax relief and other mandated programs.
    • Helps develop and implement departmental policies, procedures, and work methods.
    • Evaluates new assessment techniques and monitors progress of departmental initiatives.
    • Assists in preparing the department’s annual budget submission.
    • Acts as liaison with revaluation contractors.
    • Provides technical guidance and information to property owners, attorneys, title searchers, financial institutions, town departments, and the general public.
    • Participates in planning and delivering ongoing in-service training for department staff.
    • Answers assessment-related inquiries from the public during peak periods or staffing shortages, both in person and by phone.
    • Accepts and processes Local Option and State “Circuit Breaker” applications from qualified taxpayers.
    • Assists with programming processes as needed.
    • Issues certificates of correction.
    • Processes property tax exemptions in accordance with applicable laws and regulations.

Minimum Qualifications

  • Knowledge of property valuation principles:
    Thorough understanding of the principles, methods, and techniques used in the valuation of real and personal property.

  • Knowledge of applicable laws and regulations:
    Familiarity with Connecticut State Statutes and Town of East Hartford ordinances governing property assessment and taxation.

  • Technical proficiency:
    Ability to effectively use a variety of software tools to perform administrative tasks, manage the Grand List, and support appraisal functions.

  • Interpersonal skills:
    Ability to establish and maintain effective working relationships with municipal officials, colleagues, and the general public.

  • Analytical and interpretive skills:
    Ability to read and interpret maps, deeds, construction plans, and legal property descriptions accurately.

  • Organizational and time management skills:
    Ability to manage multiple priorities, meet deadlines, and work independently with minimal supervision.

 

Other Qualifications

  • Minimum Qualifications:
    • Graduation from an accredited four (4) year college or university with major coursework in Public Administration, Business Administration, or a related field.
    • A minimum of five (5) years of progressively responsible professional experience in real or personal property assessment.
    • Relevant work experience in real and personal property appraisal may be substituted for the required education on a year-for-year basis.
    • At least two (2) years of experience in a supervisory or managerial role is preferred.

  • Licensing Requirements:
    • Certification as a Connecticut Municipal Assessor II (CCMA II).
    • Possession of a valid Motor Vehicle Operator’s License.
