Technical Order Librarian (CTPL) (GS-1411-09):
Maintains the activity's Central Technical Publications Library (CTPL) in a complete and current status per current regulations. Requisition, receive, screen, review, route, distribute as necessary and file all incoming technical manuals media. Establishes dispersed libraries and necessary control functions to distribute data. Establish and maintain a training program for assigned library personnel, including dispersed librarians. Develop an automatic verification program using the guidance provided. Develop and maintain a program for classified technical media receipt, stowage, distribution, inventory, and disposition in accordance with current regulations. Establish and maintain a program to audit the CTPL annually, dispersed libraries quarterly, and detachment libraries on return, in accordance with current regulations. Develop an effective check list/audit form to identify discrepancies during audits and corrective action noted.
Additional Requirements: Shall be proficient performing all operator, data entry, and retrieval functions. Transmits and receives data via disk, modem, and other electronic means. Extracts data, formulates and interprets management reports, creates archives, backups, and data saves in support of deployments and detachment operations. Performs a wide range of administrative duties such as preparing reports and correspondence, filing and typing.
Skill and Knowledge:
- Good working knowledge of U.S. Navy, methods, and technical publications.
- Must have a working knowledge of the governing systems, programs, policies, nomenclature, work methods, manuals, or other established guidelines.
- Good organizational and operational knowledge of technical publication libraries, reports and related maintenance data.
- Clerical and administrative skills such as filling and typing.
Responsibility: Performs requirements in accordance with the procedures established in the PWS. Performs a variety of clerical, administrative, and managerial duties necessary to keep aircraft maintenance activities running efficiently. Reconciles data in. Procures, receives, stores and issues material and repair components. Utilizes financial accounting and database systems. May be required to verify work performed by another for which he/she is qualified to perform.
Task Requirements:
- Performs duties for “O” Level, Level maintenance support.
- Maintains Central Technical Publication Library (CTPL).
- Performs library audits.
- Issues any revisions, changes, or Interim Rapid Action Changes (IRACs) for paper publications.
- Saves laptop (PEMA) IRACs/Electronic Rapid Action Changes (ERACS).
- Reviews message traffic and Naval Air Technical Data and Engineering Service Command (NATEC) for any Technical Directives (TDs) that need routing.
- Updates weekly IRAC and TD tracker.
- Updates all PEMAs.
- Uploads the Toolbox Remote update on PEMAs.
- Upload Automated Logistics Environment (ALE) update on PEMAs.
- Perform Dispersed Technical Publication Library (DTPL) audits and conduct training as necessary.
- Performs quarterly updates on all PEMAs
- Performs annual Self Audits.
- Reviews Enhanced Library Management System (ELMS) to ensure accuracy.
- Orders publications as required.
- Utilizes current management information system(s).
- Organizes and operates libraries of technical publications, reports and related maintenance data.
- Performs clerical duties such as filing and typing.
- Prepares reports and correspondence.
- Performs computer data base and system analysis.
- Tracks and documents receipt of Technical Directives.
- Provides support services.
- Performs other tasks as directed.
Preferred Qualifications:
- Five or more years’ experience as Technical Publication Librarian.
Basic Qualifications:
- Aeronautical Technical Publications Library Management (C-555-0007) or equivalent.
- Must be able to work 1st, 2nd, or 3rd shift or as required IAW PWS.
- Must be able to pass a background check.
- Must satisfactorily complete a National Agency Check Local Records Check and Credit (NACLC)
- Must complete screening through Access National Agency Check with written Inquiries (ANACI) resulting in eligibility for a SECRET clearance which shall be required of employees
- Must be eligible for Common Access Card (CAC)
- Must be able to deploy to support off station exercises and perform other support duties as assigned.
Compensation
$30.95/hour
Other Compensation
Employees will receive a minimum health and welfare fringe benefit of $2.65 for every hour paid up to 40 hours per week.

Employment is contingent on (a) your ability to provide appropriate proof of your identity and eligibility to work in the United States; (b) your references and any background check being satisfactory to the Company; (c) you successfully passing a pre-employment drug test; and (d) your ability to get a required clearance by your effective start date, if needed; and (e) KAI commencing performance on this contract.
