Responsibilities:

We are seeking a highly skilled Program/Project Manager to join our elite team supporting testing and evaluation operations in Albuquerque, NM. You will lead our integrated team that provides essential expertise across multiple disciplines to maintain national security through state-of-the-art testing capabilities, technical evaluation, and systems engineering.

 

This will be an onsite position in Albuquerque, NM. This position is part of a proposal effort and is contingent upon contract award.

 

As Program/Project Manager, you will oversee:

  • Strategic planning and execution of instrumentation plans and testing methodologies to meet measurement objectives
  • Resource allocation for research and implementation of advanced data acquisition systems and sensor technologies
  • Program/project compliance with environmental regulations and NEPA standards at test sites
  • Development and implementation of comprehensive health and safety plans for all program construction and testing activities
  • Management of underground safety programs and confined space protocols across multiple project sites
  • Coordination of test site readiness activities for RDT&E programs
  • Leadership of teams handling CBRNE sources/simulants and providing technical guidance
  • Direction of CBRNE analysis efforts and development of standards to measure weapon system effectiveness
  • Oversight of engineering assessments for Nuclear Fuel Cycle testing and IEDs
  • Strategic analysis of technology gaps in the WMD/C-WMD spectrum
  • Program/project management of sUAS systems and electronic warfare analysis
  • Supervision of test bed construction activities and quality assurance processes
  • Enforcement of compliance standards in storage, handling, and transportation of test explosives
  • Leadership of explosive operations safety and post-test hazard abatement initiatives
  • Direction of logistical support for test operations including budget forecasting, equipment coordination, and inventory management
Required Qualifications:

Bachelor in engineering or other relevant field and 8 years of program/project management experience & personnel supervision experience within the test and evaluation domain, instrumentation planning, data acquisition systems or sensor technologies.

  • Proven track record in safety program management, risk assessment, and hazard analysis
  • Experience managing teams responsible for respiratory protection, PPE programs, and confined space protocols
  • Systems engineering expertise, particularly for weapons and capabilities evaluation
  • Technical writing and review abilities for program documentation like SOTOs, TRDs, TDDs, and TEPs
  • Program-level logistics management experience, including inventory control and maintenance planning
  • Strong leadership and communication skills with ability to coordinate across multiple technical disciplines and stakeholders
  • Experience managing teams in field conditions at test sites

**Must be a US Citizen and have a minimum of a Secret clearance with the ability to obtain and maintain up to a TS/SCI level clearance**

Desired Qualifications:
  • Experience managing test and evaluation programs for DoD
  • Demonstrated success integrating DoD safety, security, and IT policies into program execution
  • Program management experience with CBRNE testing, handling radiological sources, or simulated test environments
  • Track record of managing programs involving explosives safety, storage, handling, and transportation requirements
  • Construction monitoring, quality assurance, and project management skills
  • Leadership in environmental compliance, inspection protocols, and NEPA requirements

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.


Posted Salary Range:USD $116,730.00 - USD $182,410.00 /Yr.
