Position Duties

JOB SUMMARY
The Supervisor - Resource Protection and Compliance oversees the daily operations of various water quality programs and directs the activities of personnel responsible for inspection and monitoring activities that enable the system to ensure its compliance with potable water, pretreatment, source water protection, and storm water regulation, among other requirements. S/he develops standard operating procedures for section personnel and ensures that work is completed in accordance with standard operating procedures. S/he evaluates regulatory changes and recommends effective responses to emerging municipal, federal, and state requirements. 

ESSENTIAL FUNCTIONS

  • Plans, organizes, directs, and reviews the activities of professional, technical, and support personnel, who perform complex environmental audits, field analyses, site inspections, and surveys to determine the extent of compliance/non-compliance with applicable regulations and permits relating to potable water, pretreatment, source water protection, and storm water regulation, among other requirements.  In the event of non-compliance, assess the need for corrective/preventive action and determine the appropriate enforcement response where violations of regulations have occurred.
  • Develops and implements appropriate methods, standard operating procedures, and QA/QC for inspection and monitoring activities that enable the system to ensure its compliance with potable water, pretreatment, source water protection, and stormwater regulation, among other requirements.
  • Leads inter-departmental teams in providing responses to environmental issues and their effects on public health and the environment. Gathers, evaluates, and interprets environmental data for complex sources of pollution to determine regulatory compliance, ambient conditions, trending, and cause and effect relationships between contamination sources and impacts.
  • Leads the development and preparation of correspondence and technical reports for submittal to government agencies, environmental groups, and trade associations, among others.
  • Continuously evaluates, and where necessary, recommends modifications in protection and compliance programs to the Manager - Protection & Compliance, to insure maximum efficiency and effectiveness.
  • Presents information to customers and the public in the areas of drinking water quality, watershed management, well abatement and plugging, well mitigation, pretreatment, stormwater regulation, and various best management practices.
  • Manages section budgets, including staff activities, expenditure levels, and resource utilization.
  • Supervises, selects, develops, trains, and evaluates personnel.
  • Performs other duties as assigned.
 
DECISION MAKING
  • Reports to the Manager-Resource Protection & Compliance and works under limited supervision/guidance. 
  • Supervises 5-20 people.
 
MINIMUM REQUIREMENTS
  • Bachelor's Degree in Biology/Microbiology, Chemistry, Geology, Environmental Science, Hydrology, Hydrogeology, or a related field from an institution accredited by a recognized accrediting agency.
  • Five years' experience in program management and a related field, to include three years' supervising personnel.
  • Demonstrated leadership and technical expertise in potable water, recycled water, stormwater, industrial wastewater, or a related field.
  • Proficient in the use of word processing, database, presentation, modeling, and geographic information system software.
  • Valid Class "C" Texas Driver's License.
 
PREFERRED QUALIFICATIONS
  • Sound technical understanding of water production and wastewater treatment processes; and analytical techniques, equipment, procedures, sampling techniques, methods of analysis, as applied to laboratory inspection and monitoring activities.
  • Professional certifications and/or State required operator licenses in related field (Water, Wastewater, Environmental Management, Hazmat).

PHYSICAL DEMANDS AND WORKING CONDITIONS
Physical requirements include lifting up to 50 pounds occasionally. Working conditions are primarily in an office environment with occasional field visits to project sites where there is heavy traffic, construction, rugged terrain, hazardous, and inclement environmental conditions. May be required to comply with requirements as specified in applicable regulations for personal protective equipment, including clearance for use of respiratory protection and other associated protective equipment.

May be required to work hours other than regular schedule such as nights, weekends, and holidays.
