About the Department
The City of Albany is seeking a hardworking, dedicated, and safety-minded individual to join our Street Maintenance team. In this hands-on role, you’ll help maintain and improve the city’s essential infrastructure—including streets, traffic signals, signs, pavement markings, stormwater systems, and more. Our Street Maintenance Workers perform a variety of construction, repair, and maintenance tasks, and operate a wide range of equipment to keep our community safe and functional.
Street Maintenance Workers are essential members of the City’s Transportation team and may also assist with related Public Works operations. Some tasks you may perform are:
- Build, repair, and maintain streets, sidewalks, and stormwater systems.
- Install and maintain traffic signs, pavement markings, and signals.
- Operate a variety of tools and heavy equipment.
- Supports community events and respond to service requests.
- Work outdoors in all seasons to keep our city moving.

- Street Maintenance I: $26.15 to $33.29 hourly; $54,389.77 to $69,250.45 annually
- Street Maintenance II: $28.08 to $35.67 hourly; $58,413.60 to $74,198.64 annually
- Street Maintenance III: $ 30.56 to 38.94 hourly; $63,561.11 to $80,997.37 annually
GENERAL PURPOSE
Performs a variety of basic semi-skilled and skilled maintenance and construction work and operates a variety of equipment in the construction, repair, maintenance, and the general services to the street, storm, pavement marking, street signal and signage activities and related materials, facilities, and systems; and performs related work as required.

DISTINGUISHING CHARACTERISTICS
The Street Maintenance I, II, III classification is a progressive series where an employee advances levels based on their level of experience, certifications obtained and demonstrated proficiency in the performance of job duties, skill, and responsibility. Differences in duties and certifications are outlined below.
ESSENTIAL JOB TASKS AND RESPONSIBILITIES
The duties listed are intended only as illustrative examples of the various types of work that may be performed by individuals in this classification. Any of the following duties may be performed. These examples are not necessarily performed by all incumbents and do not include all specific essential functions and responsibilities the incumbent may be expected to perform.
- Assists with inspections, repairs, and/or maintenance of street, traffic signals, street signs (fabricate and install), pavement markings, street banners, trees, storm water drainage (includes herbicide spray), community relations projects (Holiday decorations, Veteran's Day parade, etc.), encroachment permits, and other activities as required.
- Assists with traffic signal maintenance including trouble shooting in the field, conducting monthly inspections, and set up and tear down of traffic controls as needed.
- Determines the locations of utilities (gas, telephone, electric, television, water, and sewer) prior to any excavation.
- Assists with responding to various customer service requests with
- courteous and prompt attention to complaints.
- Drives trucks of various sizes and weights in the loading, hauling, and unloading of various equipment and materials (gravel, asphalt, etc.); and operates light and heavy construction and power equipment (backhoe, loader, paving machine, etc.)
- Performs routine inspection and preventive maintenance of assigned equipment and tools by cleaning and checking equipment and tools before and after use. Defects or needed repairs are reported to the supervisor.
- Installs and removes vehicle decals, numbering, and logos on City vehicles.
- Keeps detailed records of work in the City's Computer Maintenance Management System. Uses field data collection hardware and software, including iPads, cell phones and Windows PC Office software.
- Performs required labor involved in the construction and maintenance of pavement cutting; ditch cleaning; crack sealing; base repair, sidewalk, curb and gutter, and wheelchair ramp repair; line cleaning; pipe repair; pipe laying; and backfilling according to established city construction standards.
- Mows, landscapes, and removes debris from the rights-of-way all over the city.
- Assists with concrete work including excavation of existing concrete; setting up of new concrete; pouring and finishing sidewalks, driveway approaches, curbs, and gutters; patching existing concrete; and grinding trip hazards.
- Places and excavates asphalt, as needed.
- Maintains the City’s trees, including tree trimming, tree removal, stump grinding, inspections, assessing visual clearance, and removing hazardous trees.
- Performs storm water maintenance, including ditch maintenance, locates, line repair, catch basin cleaning, flood control.
- Assists with spraying herbicides in and on ditches, right-of-ways, roadways, parking lots, and at the airport.
- Performs bridge maintenance, including railings, deck repairs, embankment repairs, approaches, and conducting inspections.
- Utilizes web-based software (OMS) to capture data, track conditions and work history of utility assets, including resources (labor and equipment costs), attachments, photos, notes, and follow up tasks in real time in the field or at desktop.
- May be assigned to work during inclement weather to assist with snow and ice, including sanding during snow events, stock piling sand, cleaning parking lots and sidewalk and switching to 12-hour shifts to cover 24-hour days.
- May be assigned to work on other public works crews such as Water Distribution, Wastewater Collection, or Building Maintenance.
- Maintain professional networks and attend training sessions and conferences as necessary to advance skills and keep abreast of issues and practices in all areas of responsibility.

POSITION JOB TASKS AND RESPONSIBILITIES
The following duties of this classification are intended only as illustrative examples of the various types of work that may be performed by individuals in this position.
Street Maintenance II
Includes all the aforementioned duties as well as the following additional duties:
- Must work a rotating weekly on-call shift for emergency call-back.
- Perform skilled activities while working alone or with another street maintenance worker.
- Schedules, plans, constructs, inspects, maintains, troubleshoots, orders parts, and repairs street maintenance related assets and projects.
- Skilled and proficient in operating assigned equipment such as dump truck, bucket truck, excavator, loader, paver, crack seal machine, roller, sweeper, sign/paint equipment.
- Provides GIS corrections and updates to maps.
- Skilled in street maintenance tasks such as the street sign inventory program, pavement markings, traffic signals, pavement installation and replacement, concrete finish work, etc.
- Produces a variety of records and reports relating to inspections, maintenance activity, cost accounting, etc. as required.
- Responds to various customer services requests; evaluates solutions; resolves problems if possible; and reports findings to supervisor.
- Assist in the training of co-workers to increase their skills in the maintenance, construction, and repair activities.
Street Maintenance III
Includes all the aforementioned duties as well as the following additional duties:
- Eligible to be assigned acting-in-capacity duties of the Lead Street Maintenance Worker.
- Uses GIS/Arc Map and OMS to navigate, identify, track, and report on maintenance of City assets.
- Responsible for reviewing and implementing work zone traffic control plans, excavating responsibilities around minor and major utilities, assuring crew safety and public safety, throughout construction projects.
- Highly skilled and proficient in street maintenance activities such as concrete forming, pouring, and finishing, complex signal troubleshooting and maintenance, herbicide spraying program, work with intergovernmental partners.
- May provide training and orientation to newly assigned personnel and may be responsible for coordinating the activities of temporary or seasonal staffing.
- May be assigned to plan upcoming maintenance/tasks, meet with contractors to coordinate work.
- May be assigned more technical tasks. For example: asked to provide feedback to upcoming capital installations/replacement or new constructions (plan review) or assist consultants with surveys, inspections, or other assessments.
- Lead the training of co-workers and “train the trainer”, as assigned.
Minimum Qualifications
SUPERVISION RECEIVED/REVIEW OF WORK
Works under the day-to-day guidance of Lead Street Maintenance, and the supervision of the Transportation Manager.
Lead Work/Coordination of Work of OthersThis is a non-supervisory position. Lead work and coordination of work of others is not a typical function assigned to this position. Incumbents in this position may provide training and orientation to newly assigned personnel.
Other Qualifications
MINIMUM QUALIFICATIONS
Education and Experience:
A high school diploma or its equivalent and 0-2 years of experience relating to construction, maintenance, or repair of streets, traffic signals, traffic signs, pavement markings, concrete; or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities.
Street Maintenance II shall have a minimum of three years of experience and Street Maintenance III shall have a minimum of five years of experience; or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities.
Special Requirements:
- The Street Maintenance I position requires:
- Possession of or ability to obtain a valid Oregon Class A commercial driver’s license (CDL) with air brake and tanker endorsement and a driving record that meets City standards within one year of job placement.
- Possession of or ability to obtain a valid flagger certification and Roads Scholar I certification with one year of job placement.
- The Street Maintenance II position requires:
- Possession of a valid Oregon Class A commercial driver’s license (CDL) with air brake and tanker endorsement and a driving record that meets City standards at time of job placement.
- Possession of or ability to obtain a valid flagger certification and Roads Scholar I certification at the time of job placement.
- The Street Maintenance III position requires:
- Possession of a valid Oregon Class A commercial driver’s license (CDL) with air brake and tanker endorsement and a driving record that meets City standards at time of job placement.
- Possession of a Roads Scholar II certification at the time of job placement, Streetsaver certification (if assigned to street condition assessment),Oregon Department of Agriculture ROW Spray License (if assigned to spraying), International Municipal Signal Association (ISMA) Signal certification (if assigned to signals), and an ISMA signs and pavement markings level I certification (if assigned to signs and pavement markings).
- For all levels within this series:
- The individual shall not pose a direct threat to the health or safety of themselves or others.
- In accordance with Human Resources substance abuse policies, incumbents in this position are subject to the City's Drug & Alcohol testing program.
Knowledge, Skills, and Abilities:
Knowledge of: equipment, facilities, materials, methods, and procedures used in municipal operation, maintenance, and repairs of activities.
Skill in: operation of listed tools and equipment used.
Ability to: perform heavy manual tasks for extended periods of time; work safely; to operate and repair small/light equipment, such as power tools; communicate effectively, verbally and in writing; understand and carry out written and oral instructions; establish and maintain effective working relationships with employees, other departments, and the public; and operate computers for data entry.
WORK ENVIRONMENT
The work environment is regularly outdoors in outside weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration. The employee frequently works in utility excavations and occasionally enters confined spaces. The noise level in the work environment is occasionally loud. May be required to be on-call and work weekends, holidays, and evenings.
PHYSICAL DEMANDS

The work is heavy work which lifting up to 100 pounds occasionally, carrying up to 75 pounds occasionally, and pushing and pulling up to 173 pounds occasionally. Additionally, the following physical abilities are required:
- Balancing: sufficient to maintain body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
- Climbing: sufficient to ascend or descend ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
- Crawling: sufficient to move about on hands and knees or hands and feet.
- Crouching: sufficient to bend the body downward and forward by bending leg and spine.
- Feeling: sufficient to perceive attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
- Fingering: sufficient to pick, pinch, type, or otherwise work, primarily with fingers rather than with the whole hand as in handling.
- Grasping: sufficient to apply pressure to an object with the fingers and palm.
- Handling: sufficient to pick, hold, or otherwise work, primarily with the whole hand.

TOOLS & EQUIPMENT USED
In the performance of job duties, the employee will use motorized vehicles and equipment, including dump trucks, pickup trucks, utility trucks, backhoes, forklifts, and vacuum excavation equipment; saws; pumps; compressors; generators; common hand and power tools; shovels; wrenches; detection devices; phone; copiers; computers; and other related tools and equipment.
