DEFINITION
Under direction from the Chief Information Officer (CIO) and Senior System Administrator, this position is responsible for the installation, administration, security, and maintenance of the City of Novato’s enterprise-wide server and systems, providing server, hardware infrastructure, and end-user support. Manages and optimizes computer, software, and server systems to ensure high levels of confidentiality, integrity, and availability of the supported business applications.

SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Chief Information Officer and the Senior System Administrator. 
May exercise technical and functional direction over and provide training to lower-level staff.

Position Duties

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS - Essential and other important responsibilities and duties may include, but are not limited to, the following:

Essential Functions:

  • Administers, supports, maintains, and upgrades servers operating system software and hardware, virtualized server environment and Storage Area Network (SAN) for on-premises.
  • Installs and maintains third party server-based applications and client software for enterprise use; oversees application upgrades and coordinates between stakeholders during implementation.
  • In general, update, and maintain the infrastructure and functionality of on-premises and cloud systems, ensuring performance, stability and business continuity.
  • Provides application troubleshooting and application enhancement support for City-wide enterprise desktop software; works closely with vendors in problem resolution.
  • In general, maintain network hardware includes routers, switches, and firewalls as required in the City’s environment as requested by CIO or Senior System Engineer.
  • Monitors critical path activities and resolves issues or escalates to appropriate level as necessary.
  • Installs, tests, troubleshoots, and resolves problems with systems or applications, releases and puts them into production after successful testing.
  • Interact and work with vendors, and contractors, as necessary, to secure support services, open repair or service tickets, and supply requested information for their support services.
  • Monitors and assists with enterprise backup operations.
  • Implements and enforces database standards, develops database scripts as needed for assigned systems.
  • Performs related data migration, conversion, maintenance, and extraction.
  • Performs varied systems analysis, update and implementation work.
  • Effectively work with outside consultants as required by the CIO or Senior System Engineer.
  • Assist and manage Microsoft Entra ID (Azure Active Directory) solutions, including Conditional Access, Identity Protection, and Identity Governance.
  • Assist with configuring and maintaining Single Sign-On (SSO) and Multi-Factor Authentication (MFA) for enterprise applications.
  • Integrate Entra ID with on-premises Active Directory and third-party applications using protocols such as SAML, OAuth2, or others as required.
  • Must have a solid understanding of Microsoft Windows server 2019 and up.
  • May be responsible for training City staff in the use of computer applications and tools.
  • Collaborates with the IT helpdesk to resolve user issues in a timely manner.
  • Maintains accurate documentation of system configurations, procedures, and troubleshooting steps.
  • Maintains current technical knowledge at an expert level and provides support to IT staff and users.
  • Mentors next level staff as required.

Marginal Functions:

  • Perform related duties as required.

Minimum Qualifications

QUALIFICATIONS:

Knowledge of:

  • Knowledge and experience with Windows Azure/Intune.
  • Limited experience with SQL databases or programming a plus.
  • Experience with common City applications such as Computer Aided Dispatch, GIS, police systems, land management systems.
  • Strong understanding of computer systems, networking, and IT infrastructure.
  • Knowledge in VMWare, Veeam, Windows Server, Active Directory and Exchange/O365.
  • Principles and practices of information security, and pertinent laws related to information security.
  • Patch management and software maintenance.

Ability to:

  • Strong communication, organizational and interpersonal skills.
  • Being a self-starter that can work independently but comfortable in a team environment.
  • Strong problem-solving skills and attention to detail.
  • Eagerness to learn and adapt to new technologies.
  • Ability to diagnose and resolve problems quickly with patience while communicating with a variety of interdisciplinary teams and users.
  • Perform information systems analysis, and perform virtual and physical server installation, configuration, maintenance, software updates, documentation and support.
  • Administer application and software updates, user account management, documentation, and support.
  • Support identity management infrastructure and participate in disaster recovery and business continuity planning and implementation.
  • Assist with redundancy and stability for all critical systems and data protection, backup, and recoverability.
  • Schedule and perform system maintenance to ensure high availability of all components of the City’s systems and databases.
  • Install, maintain, and administer operating systems on all virtual and physical servers.
  • Perform other duties related to the position as assigned.

Experience and Training - Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience:
  • Two years of technical and progressively responsible and varied experience in installing, maintaining, and troubleshooting computer systems, servers, and networks.
  • Two years hands-on experience maintaining enterprise IT infrastructure.
  • Two years hands-on experience working with and upgrading VMware vSphere, including vCenter, ESXi, vCenter Networking, and vSphere Clustering.
  • Skilled in system administration and networking within Windows and Linux based systems.

Training:
Equivalent to an associate’s in arts degree from an accredited college in information technology, computer science, management information systems, or a closely related field.

License or Certificate:
Possession of, or ability to obtain, a valid California driver's license and proof of automobile liability insurance as required by the position.
Any relevant certifications (e.g. CompTIA A+, VMWare, Network+, Microsoft Certified Associate) are highly desirable.
Linux/Ubuntu experience is highly desirable.

Other Qualifications

Working Conditions and Environmental Conditions:
Office environment utilizing computers.  Duties require positions to, on a continuous basis, sit at a desk for long periods of time; intermittently walk, bend, or stoop while installing/repairing equipment; twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone, and write or use keyboard to communicate through written means; and lift or carry weight of 50 pounds or less and occasionally requiring work in confined spaces.  Ability to travel to different sites and locations and include on-call hours.

SELECTION PROCESS

Candidates receiving a conditional offer of employment will be required to pass a pre-employment medical and drug screen examination prior to receiving a final job offer.
