About the Department
The Parks Superintendent is responsible for assisting the Parks and Recreation Director with managing the operations of the Parks and Recreation department. Supervises daily maintenance activities on park grounds, buildings, athletic facilities and equipment, under the supervision of the Director of Parks & Recreation. This position will assign and supervise the work of crew leaders for all parks and parks facilities.
Position Duties
- Plans/Organizes daily park maintenance activities.
- Directs the activities of crew leaders and parks maintenance crews; plans, prioritizes, and assigns tasks and projects.
- Coordinates with the Parks Manager on training programs, trains staff, and monitors work to develop staff skills. Evaluates staff performance.
- Maintains all continuing education unit (CEU) records.
- Meets regularly with staff to discuss and resolve workload and technical issues.
- Develops goals and priorities for parks, parks facility maintenance, landscaping, and training, based on the Parks Master Plan and City budget priorities.
- Plans work schedules to meet current and future department needs.
- Maintains records for the department's tasks, training, and safety inspections. Coordinates with Parks Manager to submit required records and documentation to applicable agencies.
- Maintains arborist documentation to submit to Parks Manager.
- Maintains herbicide documentation per state regulations.
- Supervises preventative maintenance programs, manages preventative maintenance contracts, manages equipment replacement schedule.
- Creates and manages playground maintenance and replacement schedule.
- Manage parks construction projects, including capital and bond program projects, in coordination with department director and Capital Projects Manager, as needed. May coordinate and manage third party vendors as part of project management.
- Maintains work order system, assigns work orders to appropriate staff, and evaluates system for efficiencies.
- Coordinates with department manager and director and other City departments for special events.
- Handles complaints from citizens relating to parks and athletic facilities.
- Maintains regular and timely attendance.
- May be required to work events, evenings, weekends, and holidays.
- Assists with on-call assignments and may be required to fulfill the after-hour, on-call obligations and duties.
- Demonstrates courteous and collaborative demeanor when interacting with visitors and City staff.
- Maintains confidentiality of personnel issues, and other work-related issues and City information.
- Manages personnel-related items, including hiring, disciplinary actions, and termination.
- Reviews and approves staff timesheets.
- Performs other duties as required or assigned.
Minimum Qualifications
Education, Certifications, Licenses & Experience
- Minimum of five (5) years’ experience in park ground maintenance, with three (3) years in supervisor experience. Combination of education and work experience may be considered.
- Degree in Turf Grass Management or related field preferred.
- Valid Texas Class C Driver's license.
- Requires a certificate through the National Recreation and Parks Association as a Certified Playground Safety Inspector or ability to obtain within one year of employment.
- Pesticide Applicator license is required within one year of employment.
- Certified Arborist preferred.
Other Qualifications
- Knowledge of park maintenance techniques and park equipment mechanics.
- Knowledge of safety rules and regulations.
- Knowledge of effective interviewing, selecting, evaluating, disciplining, and terminating personnel processes.
- Skilled in communication, both verbal and written
- Skilled in writing specifications and requisitions for park equipment and materials.
- Ability to be on call for department problems or emergencies.
- Ability to maintain effective working relationships with all city departments and employees.
- Ability to maintain effective communication with co-workers, supervisors, and the public.
