About the Department

The Talent Acquisition (TA) division of Human Resources (HR) is seeking an individual to lead a team of talent acquisition professionals, manage executive-level hiring processes, and lead committees and projects that support innovative and effective hiring practices to champion the county’s diversity, equity and inclusion efforts.

Location and hours:
This position is hybrid and will be performed both on-site at 625 South 4th Avenue, Minneapolis, MN 55487, and remote as job duties require. Work hours will be Monday through Friday, with typical hours of 8 a.m. to 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

This is a full-time, benefit earning position. You must be a current regular or probationary employee of Hennepin County's Human Resources department to apply for this position. Limited duration employees are not eligible.

In this position, you will:

  • Supervise a team of Talent Acquisition representatives; hire, and onboard new staff; actively engage in individual and team development and evaluate staff performance; assign and direct work.
  • Manage all aspects of hiring in partnership with other Talent Acquisition Supervisors; provide subject matter expertise in posting, recruitment and hiring processes; partner with other Talent Acquisition Supervisors to provide ongoing training using industry best practices and continuous improvement to meet the county’s changing needs.
  • Develop project plans, timelines, communications, measures and evaluation.
  • Lead and/or participate on committees; assign staff to projects and committees.
  • Assist in the development and execution of the division Strategic Plan and workplan items.
  • Respond to requests from the Talent Acquisition Manager, HR leadership, and County Administration.
  • Identify and provide solutions to hiring barriers and technology needs in policies, procedures and processes.
  • Oversee data collection, metrics, measures and reports related to attraction and hiring.
  • Prepare and present proposals and outcomes to management.
  • Participate in the development and management of the team budget; coordinate Board Action Requests with HR Administration.
  • Manage hiring processes for executive leadership positions in partnership with HR leadership, Talent Acquisition Manager, TA and Business Partner(s) within assigned business areas.
  • Maintain relationships with professional, diverse and community organizations, and individual executive candidates within assigned business areas.
  • Participate in HR Leadership Team, Talent Acquisition Leadership Team, department and countywide committees, external committees representing the county; partner with other HR/LR leaders and staff and seek opportunities for collaboration.

Need to have:
  • One of the following:
    • Seven years or more of professional human resources or related experience
    • Certificate in human resources from an approved college or university and five years or more of professional human resources or related experience
    • Two years of college including 12 semester credits in the below fields and five years or more of professional human resources or related experience
    • Bachelor's degree or higher in business administration, industrial relations, human resources administration, public administration, psychology or a field closely related to the position and three years or more of professional human resources or related experience

  • Experience:
    • Developing and implementing effective job postings in partnership with hiring supervisors, screening applications, maintaining candidate communications, responding to hiring questions and troubleshooting issues.
    • Identifying issues, developing solutions, and leading initiatives and projects.
    • Owning and implementing projects.
  • Demonstrated commitment to and understanding of:
    • Diversity, equity and inclusion and ability to develop and execute innovative recruitment strategies to attract and retain talent.
    • Hennepin County hiring practices, HR rules, processes and regulations.
  • Skill in:
    • Data collection, tracking, analysis and reporting.
    • Using the NEOGOV applicant tracking system or another similar system.
    • Navigating APEX (PeopleSoft) payroll system as related to hiring and recruitment.
    • Implementing new processes, procedures and/or technical solutions.
