Reporting to the High Desert PACE Vice President/Executive Director, the Finance Director is a key member of the management team responsible for financial oversight. This is a hybrid role based in Southern California, requiring three days of in-office presence per week. The Director plays a critical role in overseeing financial planning and analysis, including forecasting, budgeting, and cash flow management. Responsibilities also include preparing monthly, quarterly, and annual financial reports, as well as leading the development and oversight of all related forecasting activities.


Requirements

Strategic Financial Leadership

  • Drive regional expansion by leading financial strategy for property and land acquisition; this requires California residency and expert knowledge of California-specific tax law.
  • Partner with the VP/Executive Director on the annual operating budget.
  • Partner with senior leadership on contract negotiations for the HDP program.
  • Develop and implement process improvement strategies in collaboration with the Quality Team.

Compliance & Reporting

  • Ensure full compliance with all Medicare Part D, CMS, and DMAS regulations, including data collection, reporting, and Medicaid billing audits.
  • Serve as the primary financial liaison for all regulatory and third-party administrative bodies, including PBMs.
  • Oversee and ensure accuracy of all coding, billing procedures, and time/attendance reporting.
  • Develop and maintain all necessary billing and financial reports for the HDP program.

Operational Management

  • Manage relationships with third-party administrators to ensure accurate and timely provider claim payments.
  • Identify and resolve all financial-related customer service issues promptly and effectively.
  • Proactively engage in PACE regulatory committees to inform and guide compliance initiatives.
  • Perform other duties as assigned.

Minimum Requirements

  • Bachelor’s degree in finance or business (master’s degree level preferred)
  • Minimum two years of experience working in the finance of healthcare services or insurance products.

  • Utilize computers effectively to process data, prepare reports, and manage information.
  • Use appropriate software proficiently and interact with High Desert PACE Information Systems as needed.
  • Foster and model a collaborative team environment where each member is accountable for their independent work.
  • Approach leadership with openness to new ideas, cultural humility, and an awareness of the dynamics of privilege.
  • Support and reinforce strategic DEI initiatives established by leadership and the Board of Directors, helping to build a culture that models inclusive behaviors, proactively manages bias, and offers opportunities for DEI development and training.
  • Meet standardized competencies for the position as established by High Desert PACE and approved by regulatory agencies before working independently.
  • Be medically cleared for communicable diseases and have all immunizations up to date prior to engaging in direct participant contact.
  • Pass a criminal background check verifying the candidate is not excluded from Medicare and Medicaid participation, has no convictions related to Medicaid, Medicare, health insurance or healthcare programs, or social services programs under Title XX of the Act, and has no convictions for physical, sexual, drug, or alcohol abuse.

  • Work Environment: A fast-paced Adult Day Health Center (ADHC) and clinic with moderate to high noise levels and a climate-controlled office setting.
  • Physical Demands: Requires the ability to sit for extended periods, frequent use of computers and office equipment, and mobility throughout the center.
  • Communication: Involves regular verbal and auditory communication in person and via telephone.
