The City of Oceanside is accepting applications for the position of Administrative Analyst II. There is currently one vacancy in the Development Services Department. The salary range has seven (7) steps from Step A through Step F. Candidates may be offered higher than Step B pending qualifications, experience and education. Position qualifications may be met through any combination of two (2) years education and experience; a Bachelor’s Degree or higher in public administration, business administration or Finance is required. The City may accept other degrees depending on the length and type of experience presented for consideration. For those with Degrees obtained outside of the United States, you must possess an English/US Equivalency document which must be submitted with the application, OR provide proof of the Degree from outside of the United States along with a minimum of six (6) years or 72-months of verifiable full-time (32-hours minimum per week) work experience working in the United States for either a public agency, non-profit organization, or private firm performing the duties listed herein.
About the Position:
The Administrative Analyst II position is assigned to the Engineering Division, City Engineer, and will support the Development Services Department Divisions, including: Engineering Capital Improvement, Engineering Land Development, Building, Planning, Code Enforcement and Administration. The position’s duties include, but are not limited to:
- Preparation of reports, studies, City Council staff reports, Requests for Proposals, Agreements, grant administration, and reporting to State, Federal and local agencies
- Data analysis and reporting, project management, general accounting tasks, and critical thinking
- Analysis and support in management of projects including: cost tracking, cost analysis, cost forecasting, audits, account reconciliation and fund allocations
- Review and process vendor, consultant and contractor invoices
- Review the financial sections of staff reports prepared by others for clarity, accuracy and consistency, and to insure the financial information is accurate
- Processing and administration of on-call consultant contracts
- Administration of Developer Deposit Accounts. These accounts are used to recover services for city staff time for work performed on developers’ projects
- Assist in the preparation and administration of Operating Budgets and Capital Improvement Program Budgets
- Preparation of Standard Operating Procedures (SOP’s)
- Administer the City Development Tracking Program called TRAKiT/Community Development and Bluebeam software
- Prepare the monthly Building Status Report
- General accounting tasks that require financial analysis and reporting, accounting principles and standards, data analysis, auditing and account reconciliation, and budget forecasting

Position Duties
Minimum Qualifications
Knowledge of:
- Public administration policies, practices and procedures, including personnel and fiscal management procedures.
- Statistical and research methods.
- Administrative survey techniques.
- Computer applications related to analysis.
- Interpret, analyze and solve operating problems of organization and management.
- Collect and evaluate data, draw valid conclusions and project consequences of various alternative recommendations.
- Operate personal computer with proficiency and familiarity.
- Communicate effectively, orally and in writing.
- Prepare complex reports and analyses.
- Maintain effective relationships with those contacted during the course of work.
- Reason logically to analyze and solve operating problems.
Training: A Bachelor's degree or higher in public administration, business administration or a closely related field.
A degree in Finance is highly desirable
