OVERVIEW
The purpose of the Licensing Representative position is to process new, existing, and change-of-ownership retailer applications for the issuance of a license to sell lottery products on behalf of the South Carolina Education Lottery (SCEL). This position also provides customer service to current and potential SCEL retail partners, in response to questions or concerns regarding the SCEL licensure process, as needed. Employment with the SC Education Lottery is at-will, and not covered by the State Employee Grievance Procedures Act.
RESPONSIBILITIES
- Reviews licensing applications for completeness and gathers all information necessary to complete the licensure process.
- Analyzes completed licensing applications for compliance with the South Carolina Education Lottery Act and SCEL regulations.
- Ensures the quality and accuracy of information entered into SCEL’s web-based back-office system (Aurora); includes maintaining accurate and necessary documentation for retailer files.
- Coordinates with the Department of Revenue and the South Carolina Law Enforcement Division to determine retailer compliance.
- Displays professionalism and confidentiality when in both internal and external communications regarding sensitive business information.
- Provides recommendations to the Chief of Retailer Licensing on process improvements for the licensure process.
- Performs any other duties as assigned.
MINIMUM REQUIREMENTS
Associates degree, with 1-3 years of relevant work experience.
A successful candidate would: (1) Exhibit great time management skills and have the ability to prioritize tasks in order to consistently complete work assignments within a required timeframe; (2) Have knowledge of Microsoft Excel and Word, with the ability to enter information accurately into a web-based system; (3) Have exceptional communication skills, both orally and in writing.
KNOWLEDGE, SKILLS & ABILITIES
The Licensing Representative must have the ability to; (1) Manage their time appropriately and have exceptional organizational skills in order to meet monthly and quarterly deadlines; (2) Prioritize their workload to complete detailed tasks with little supervision; (3) Clearly communicate on a professional level with retailer partners, coworkers, and other lottery staff, both orally and in writing; writing must exhibit the proper punctuation, grammar, and sentence structure; (4) The ability to establish and maintain effective working relationships, both internally and externally; and (5) Understand licensing procedures, rules and regulations, and provide instructions regarding the licensure process to SCEL’s retail partners.
