JOB DUTIES AND RESPONSIBILITES:
The Housing Finance Analyst, Capital Markets Group performs a variety of duties to assist the department to secure and close the financing for USA’s projects including but not limited to completing project financing applications and submittal to various government agencies and other organizations including CDLAC, TCAC, HCD and state and local governments and lenders and investors (“Financing Partners”) and assist in the preparation of RFP/Q and NOFA submittals in coordination with USA’s Acquisitions Department. Conduct, in coordination with the Vice President, Capital Markets Group (“VP CMG”), the closing process on real estate investments, including overseeing due diligence for loan closings, equity contributions, third party reports, title and escrow, insurance and other items requested by Financing Partners.
The duties listed below are intended only as illustrations of the various types of work that could be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this position.
- Prepare financing applications including coordination of materials required for applications. Understand CDLAC/TCAC and other financing programs regulations/governing laws and requirements related to applications.
- Ensure compliance with CDLAC/TCAC and other governmental agency’s allocation/reservation threshold requirements including performance deadlines and reservation fees and report on same to VP CMG.
- Manage a variety of requests for information and due diligence documentation from Financing Partners, including third-party reports, complete questionnaires, organizational documents for each entity in each transaction, corporate financials, and other materials as required by Financing Partners.
- Independently work with United Stated Department of Housing and Urban Development (“HUD”) to complete federal government related forms such as 2530.s, DUNN #’s, SAM registration required for HUD transactions.
- Oversee title/escrow process: Open title/escrow, obtain title reports, work with VP CMG in removing title exceptions and obtaining final recorded documents. Distribute post-closing documents to internal departments as well as partners in the deal. Ensure that all final documents are appropriately saved using standard file naming convention.
- Prepare title related documents required for a closing (non-imputation affidavit, gap indemnity, and PCOR (preliminary change of ownership).
- Coordinate, prepare and file LP’s, LLC's, Corporations, and any other corporate filings. Work with corporate legal counsel in obtaining bylaws, stock certificates, statement of information and any other legal documentation pertaining to the new entity. Interface with internal and external partners regarding project financing issues and/or information.
- Satisfy the insurance requirements on each project. Coordinate with insurance consultant pertinent project information and lender requirements to obtain acceptable coverage on projects.
- Manage all finance documents and records maintenance.
- Cost code invoices related to Capital Markets Group, including preparation and initiation of wires and check requests.
- Maintain positive working relationships with lenders, investors, and public agencies.
- Provide information to external consultants engaged by USA or our financing partners.
- Participate in project financing closing calls.
- Coordinate with property management on property management plans and agreements.
REQUIRED SKILLS, QUALIFICATIONS AND ABILITIES:
Education/Experience:
- Bachelor's Degree desired with coursework focused in business, finance, math, real property appraisal and/or real estate.
- Experience reviewing and interpreting regulations or guidelines and then applying them to specific circumstances is helpful.
- Experience in summarizing and understanding legal documents.
- Experience in related fields is desired (Real Estate, Lending, Appraisal, Affordable Housing or Property Management.)
- Willingness to obtain Notary Public a plus.

Compensation: Starting at 85,000 per year, depending on experience
