About the Department
Assist in leasing borough property. Monitor compliance with lease requirements, including review of maps, plans of operation, and special terms and conditions. In concert with the Law Department, draft acquisition or lease documents pertinent to property needed by the NSB. Provide technical assistance and advice on matters pertaining to North Slope Borough land issues.
Position Duties

Maintain an inventory of all North Slope Borough real property interests.
Review lease applications, determine use compatibility with North Slope Borough policies and directives, and adjacent leaseholders; identify building and/or other use restrictions; stipulate agreement and insurance requirements; review proposed layout drawings and improvement proposals; suggest alternatives to avoid potential problems.
Monitor contract compliance concerning authorized uses, terms, insurance requirements, payment of rents and fees, evidence of improvement values and other lease provisions.
Assist Law department with draft resolutions, deeds, non-ordinances, and conveyances.
Work closely with village councils and other Borough departmental staff regarding village surveys and title researches in relation to borough properties.
Review terms or lease agreements and the routine elements of contractual agreements.
Draft correspondence to lease holders regarding contract compliance, expiration dates and renewal requirements.
Research regulations, guidelines and/or lease agreements; draft special covenants outlining requirements to be fulfilled by the leaseholder based on designated use, location, or other relevant factors.
Assist in the preparation auction and/or bid packages including instruction to bidders, invitations to bid, request for proposal documents, bid or proposal affidavits, contracts, rental fees, bond requirements, supplemental information packets, public notice and appropriate exhibits.
Coordinate or assist in identification, valuation, negotiations and execution of gravel sites
Review, monitor and draft changes to the lease fee schedules
Review lease drafts to ensure compliance with applicable policy and guidelines and/or identity potential problem areas such as unclear contract language or inadequate special covenants.
Enters contracts in Planning and Real Estate Management Database system.
Responsible for maintaining Real Estate contract files.
Creates new files upon receipt of lease applications and provides to the Director of Planning and Community Services for processing.
Write a variety of letters to customers over own signature including collection letters when accounts become delinquent, contract compliance issues, customer complaints, and requests for information.
Perform administrative duties to include, but not limited to, the following: sorts and distributes mail; respond to callers and visitors; provides assistance and/or routes to appropriate personnel.
Coordinates meetings, travel arrangements and assists with special projects.
Assists the Land Management Regulations Manager with projects relating to North Slope Borough-owned lands and other land related issues.
Respond to the public in a professional and courteous manner.
Cross train with other employees in the department and provide coverage as necessary.
Travel to the outlying villages as required to assist in the inspections of land leased by the borough for compliance with lease requirements.
Maintain a working relationship with the Law Department and consultants that are assigned to the Land Selection process of the North Slope Borough.
Participate and successfully attend and complete all departmental required training.
Prepare monthly summary reports for the Division for submittal to the Planning Commission.
Perform other duties as assigned.
Minimum Qualifications
Knowledge of North Slope Borough organization, operations, policies and procedures.
Knowledge of applicable state and federal statutes, rules, codes and regulations.
Skill in reading, comprehending, and application of statutes, regulations, and guidelines.
Skill in reading and interpreting standard insurance certificates, financial statements, maps, plats, surveys, construction plans and specifications.
Ability to gather information, analyze facts, and provide practical recommendations.
Ability to establish and maintain effective working relations with a wide variety of persons, including those whose interests are at times adversarial.
Skill in reviewing and correcting mathematical calculations and computations.
Ability to work independently, perform highly accurate work, and write clear and accurate reports and correspondence.
Other Qualifications
High school graduate or G.E.D./ or, a combination or 12 years of education and work related experience;
A combination of two years of work experience applying state and federal statutes, rules, codes and regulations OR A combination of two years appraisal experience, land management, real estate, and/or land law;
Three years work experience with a PC utilizing common software applications;
Three years clerical work experience;
Ability to obtain and maintain a valid Alaska Drivers license that meets North Slope Borough insurance criteria within the probationary period;
Ability to obtain a North Slope Training Co-Operative Card (NSTC) within the first two months of employment. (Unescorted North Slope Safety Orientation-Awareness Level).
