Contract Administration Manager
Location: 509 East Avenue South, Clearwater, FL 33756
Schedule: Monday - Friday, 8 am to 4:30 pm
This position manages the Contract Administration Section within the Construction & Property Management (CPM) Department. The Contract Administration Manager leads staff responsible for the full lifecycle of County service contracts, including solicitation, negotiation, award, monitoring, compliance, amendments, renewals, and closeout. The position ensures contracts align with budget capacity, operational requirements, and County procurement policies and procedures.
What Would You Do?
Directs and supervises professional and technical staff responsible for drafting, soliciting, evaluating, monitoring, and managing service contracts.
Coordinates with Purchasing, Budget & Accounting, Facilities Operations, and other County departments to ensure timely and accurate contract execution, amendments, renewals, and extensions.
Oversees vendor management functions including onboarding, compliance communication, corrective action, and performance review meetings.
Reviews and approves financial analyses related to contract spend, purchase orders, and budget capacity alignment.
Develops, implements, and enforces section standard operating procedures for intake, amendment processing, vendor background checks, and badging.
Leads the development of solicitations including Requests for Proposals (RFPs), Invitations to Bid (ITBs), and Invitations to Quote (ITQs).
Advises CPM leadership on contract risks, vendor performance issues, and compliance with Florida Statutes, Pinellas County Code, and Board of County Commissioners directives.
Represents the Contract Administration Section in meetings with vendors, internal stakeholders, elected officials, and outside agencies.
Manages special projects such as consumables standardization, vendor scorecards, contract dashboard development, and location naming alignment.
What Do You Have to Have?
Education
Bachelor’s degree in Business Administration, Public Administration, Finance
Experience
Professional experience in contract administration, procurement, or public sector operations
At least 7 years of progressively responsible professional experience as described above, including at least 2 years in a supervisory role;
OR an Associate’s degree as described above and at least 5 years of relevant experience as described above, including supervisory duties;
OR A Bachelor's degree as described above and at least 3 years of experience as described above, including supervisory duties;
OR an equivalent combination of education, training, and experience.
Additional Requirements
Possession of a valid Florida Driver’s License.
Ability to work flexible hours, including during emergencies or disasters.
Knowledge, Skills, and Abilities
Knowledge of public procurement laws, regulations, and procedures.
Experience with contract lifecycle management, including solicitations, amendments, renewals, extensions, and closeouts.
Ability to analyze and evaluate vendor performance, financial compliance, and operational impacts.
Strong skills in staff supervision, delegation, and team development.
Proficiency in financial systems, contract management systems, and Microsoft Office tools; experience with Power BI and Cityworks/OpenGov preferred.
Strong analytical, negotiation, and written communication skills.
Ability to establish effective working relationships across departments, with vendors, and with elected officials.
