This position is open to all current County employees as well as members of the public.
Position Duties
Manages the preparation and monitoring of the health and human services department’s annual operating and capital improvement budgets, under the direction of the finance manager and in cooperation with the director of health and human services.
Prepares budget and financial analyses, financial forecasts, expense allocations and analyses of fiscal trends.
Analyzes strategies for claiming reimbursement from State and other agencies for DHHS services, managing the claims process to maximize reimbursement.
Timely prepares all monthly, quarterly and annual fiscal reports/claims for HHS federal and state funding.
Participates in DHHS financial workgroups to implement new pilot programs.
Understands and assists with periodic operational and financial reviews of DHHS financial related software packages, including Netsmart software, and ensures system accuracy.
Works with DHHS managers on a quarterly basis to review and adjust allowance for uncollectible accounts according to historical and current collection practices.
Utilizes the MUNIS accounting system to ensure compliance with state and federal regulations for individual programs within the DHHS domain and to ensure compliance with single audit guidelines.
Serves as the DHHS liaison with external auditors for the DHHS annual audit and supervises the preparation of reports and other materials that the annual audit and other audits may require.
Compiles HHS financial reports necessary to complete the single audit (Schedule of Awards, etc.).
Provides consultation to DHHS managers on fiscal issues, including budgeting and reporting, billing and collections, service charges, contracted services and other financial areas of concern.
In conjunction with the HS Manager–Administration, compiles rate setting information or annual required reports for specified HHS areas.
Prepares financial aspects for DHHS grant applications, administers and accounts for grant expenditures and revenues, and documents claims for reimbursement.
Ensures grant fiscal reporting requirements are met as identified within grant documents.
Analyzes all HHS provider audits for financial requirements.
Participates in DHHS management meetings as directed by the director of health and human services.
Maintains good working relationships with county, state and other entities in financial and related areas of responsibility.
Presents financial information to county groups such as the County Board, Finance Committee, HHS Board, etc.
Prepares monthly general ledger reconciliation reports.
Directs and assists county departments in proper accounting procedures and develops financial analytical tools for their use
Documents tasks and job duties related to various accounting and budgeting functions.
Proposes financial policies/ordinances that will ensure accurate budgetary and financial compliance.
Stays abreast of new accounting principles and standards, county policy, legal developments, and state statutes.
Provides backup to senior accountants or accountants as assigned.
Special projects as assigned.
Demonstrates a commitment to county safety and risk management efforts.
Minimum Qualifications
- Bachelors degree in accounting, finance or related field, or formal preparation equivalent to a four-year program with three to five years experience.
- Knowledge of budget, governmental accounting and/or Human Services accounting preferred.
- Knowledge of computer system capabilities as they apply to financial records.
- Ability to utilize word processing, database and spreadsheet programs.
- Ability to establish and maintain effective working relationships with employees at all levels within the county, elected officials, and public.
- Ability to communicate effectively, both verbally and in writing.
- Ability to plan, organize and effectively explain ideas and recommendations.
