Job Description:

The Public Advocate Office is seeking an experienced, customer service-oriented, and dynamic Human Resources (HR) professional to serve as the HR Manager. The HR Manager will report to the Chief Administrative Officer (CAO) in the strategic planning and delivery of comprehensive HR services. A successful candidate will plan, direct and coordinate HR functions to ensure compliance with all applicable Federal, State and City laws, rules, directives, policies, protocols, and standards. The role requires a deep understanding of NYC personnel rules and regulations and will be responsible for performing HR functions including recruitment, employee relations, performance management, training, compliance, benefits, and personnel operations. This role works closely with the Administration and Equal Employment Opportunity (EEO) teams to ensure service excellence and operational efficiency.

Responsibilities:

The day-to-day HR operations, including, but not limited to: processing new hires, transfers and promotions in compliance with citywide requirements and DCAS policies;

Prepare HR communications of all kinds; prepare materials, conduct orientation sessions, update and disseminate HR policies and digital platforms;

Process employee leave of absence - FMLA, Paid Family Leave (PFL), Paid Parental Leave (PPL), Personal Leave, Child Care Leave, and Military Leave), suspensions and terminations; Ensuring compliance with the Americans with Disabilities Act (ADA), Family and Medical Leave Act (FMLA), Workers' Compensation, and other applicable rules and regulations;

Manage employee relations issues; provide employees with information pertaining to citywide policies, and office-specific rules and regulations; pension system (NYCERS), health benefits, deferred compensation plans, and flexible spending programs;

Coordinate and Attend recruitment efforts and manage full-cycle recruitment within NYCAPS eHire;

Conduct new hire orientation and provide on-going support to new staff;

Entering data for various personnel transactions within NYCAPS, as well as generate HR reports;

Work closely with the EEO Officer to coordinate and evaluate training programs in order to propose appropriate course(s) for employees as part of a complaint or employee relations resolution; Identify training needs for all departments;

Manage performance evaluations and work closely with leadership to develop comprehensive HR strategic and workforce planning;

Investigate employee complaints including but not limited to, harassment, bullying, contractual violations and violations of office policies, inclusive of developing investigative reports; executing and documenting work in accordance with office policies and procedures and the office bargaining agreement;

Develop tracking and records management system(s) to maintain employee relations and investigation metrics and provide regular reports identifying but not limited to the following: reasons, types, duration, and outcomes of complaints and investigations.

Work with CAO and EEO Officer to develop strategies to improve work relationships between management and employees, as well as build morale and increase productivity and retention;

Qualifications:

Strong knowledge of payroll, timekeeping, benefits administration, and general human resources policies and procedures. 2-4 years of demonstrated experience and proficiency with City HRIS systems and applications, such as NYCAPS, PI, PMS and CHRMS. Proven ability to interpret and apply Department of Citywide Administrative Services (DCAS) and agency-specific time and leave rules and regulations ability to develop subject matter expertise.

Bachelor's degree in Human Resources, Management, Public Administration, or a related field advanced degree preferred. Minimum 4-6 years of progressive HR experience, preferably within the public sector or a regulatory environment and strong working knowledge of NYC personnel policies, procedures, regulations, and collective bargaining agreement relevant to human resources. Proficient in using data analytics to inform decision-making and measure the impact of initiatives. Experience working

Excellent verbal, written, interpersonal and conflict resolution skills with the ability to work effectively in a collaborative, service-oriented and diverse team environment. High level of discretion in handling sensitive and confidential information. Proven experience with recruitment, employee relations, compliance, and training. Demonstrated ability to work both independently and collaboratively in a fast-paced, dynamic environment, serving as a thought partner in problem-solving, process improvement, and strategic decision-making.

Exceptional organizational and time management skills detail-oriented with the ability to manage multiple priorities and meet deadlines.
