The Los Angeles County Office of Education (LACOE) invites qualified applicants to apply for the Substance Use Prevention Program Specialist position.

Under general supervision, organizes, implements, and delivers evidence-based curriculum and services on substance use prevention to K-12 students in school-based settings; engages with community partners in implementing comprehensive prevention strategies; and assists in ensuring that substance use prevention programs deliverables are met. 

The Well Qualified Candidate Will Possess the Following

Knowledge:
  • Prevention services frameworks, such as strategic prevention framework, spectrum of prevention, SAMHSA’s Center for Substance Abuse Prevention (CSAP) Strategies, Institute of Medicine (IOM) Classifications for Prevention, and environmental prevention strategies.
  • Public health frameworks
  • CASEL’s Social Emotional Learning framework
  • Strategies and methods of engaging and instructing youth
  • Community resources specializing in substance use prevention
  • Electronic and web-based activities tracking processes and systems
  • Social media management and content creation
  • Microsoft Office Word, Excel, PowerPoint, and other Microsoft Office applications

Required Education and Experience
Education: A bachelor’s degree in public health, counseling, social work, sociology, behavioral sciences, or other fields closely related to the job requirements of this classification from an institution of higher learning recognized by the Council for Higher Education Accreditation. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing.

Experience: Two years of experience in providing substance use prevention services to students and families and collaborating with partners on community outreach, including one year of experience working with K-12 students.

Additional Requirements: California Certified Prevention Specialist (CCPS) certification is preferred. A valid California driver’s license and availability of private transportation or ability to provide transportation between job sites is required. Positions in this class may be required to work outside of regular working hours (e.g. evenings and weekends) for community outreach and youth engagement activities as needed by the job.

Hybrid remote schedules may be available.

Selection Process
Candidates who meet the minimum requirements above will be invited to participate in an examination that may consist of a performance exam, technical project, and structured interview.

Selection and promotion are based on a competitive examination process. Candidates who pass all exam parts are ranked according to overall exam score and placed on an eligibility (hiring) list. Vacant positions are filled from the top three ranks. Eligibility lasts for 12 months; however, additional recruitment may occur under a separate bulletin with additional candidates being merged onto the eligibility list. Some positions that involve public contact may require bilingual proficiency for which selective certification may apply (Education Code 45277.5).
