HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Team:

The Office of Enforcement and Neighborhood Services (OENS) leads the agency’s effort to works closely with other HPD divisions and outside community partners to identify buildings in distress assess and develop appropriate strategies to address those properties, and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. OENS uses enforcement tools within its Division of Code Enforcement, Housing Litigation Division, Emergency Repair Program, the Division of Neighborhood Preservation and the Division of Special Enforcement to ensure compliance with legal and regulatory obligations.

The Office of Enforcement and Neighborhood Services is composed of seven divisions: Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), Emergency Operations and Enhanced Enforcement Division (EOD) and Emergency Housing Services (EHS).

Your Impact:

The Office of Enforcement and Neighborhood Services (OENS) works closely with other HPD divisions and outside community partners to identify buildings in distress, assesses and develops appropriate strategies to address those properties, and works closely with responsible owners to develop plans to improve conditions and return buildings to firm financial footing and physical health. The Emergency Preparedness Director, reporting to the Deputy Commissioner of OENS, is responsible for coordinating ENS’ and HPD’s emergency preparedness efforts.

Your Role:

The Office of Enforcement and Neighborhood Services (OENS) seeks a qualified individual to serve as an Emergency Preparedness Director/Confidential Strategy Planner.
Under general supervision, with latitude for independent initiative and judgment, the Emergency Preparedness Director responsibilities will include but are not limited to:

Your Responsibilities:

- Oversight of HPD’s Emergency Preparedness Unit and Emergency Preparedness Coordinator.
- Oversight of the development, design, preparation and maintenance of plans related to HPD’s emergency preparedness. Emergency preparedness includes activities such as response field activities (Emergency Response) and the continuation of essential operations (Continuity of Operations Plan/COOP) following an emergency (e.g., anti-terrorism, coastal storm, network outage, building collapse etc.).
- Manage and execute all aspects of grant management and reporting for the Emergency Preparedness Unit. Submit timely reporting as required to external entities, including reporting related to COOP and emergency preparedness grants such as the Urban Area Security Initiative (UASI) grant, timely and accurately. Additionally, candidate will be required to research and pursue additional grant and/or sponsorship opportunities.
- Ensure that HPD’s Emergency Preparedness Plan is in compliance with local, state and federal regulations and directives, and is Incident Command System (ICS) compliant.
- Ensure that reporting capabilities during an event are clearly defined and enabled.
- In coordination with agency leadership, determine and document critical business areas and project-related processes, assess past performance and identify critical process implications. Make recommendations and follow through with implementation related to post-event evaluations.
- Define logistics, supplies and action lists to address needs for continuity and emergency response as well as identify systems and operational problems and propose solutions.
- Act as liaison with the NYC Emergency Management (NYCEM) in response to emergency activations, developments of strategies and protocols for response to emergency situations. Represent HPD in general NYCEM meetings and conference calls. Communicate necessary information from these calls and meetings timely and accurately to the Deputy Commissioner, Commissioner and Senior Leadership as necessary.
- Assist in determining critical business areas and project related processes, acceptable recovery time periods, and resources and records required for the successful continuity of operations, and with developing and/or updating organizational Emergency Response and COOP.
- Respond during an event to ensure that event protocols are being utilized and assessed.
- Establish effective coordination with local, state, and federal emergency management agencies.
- Draft, organize, update, and maintain agency emergency documents.
- Develop and conduct education and training for managers and line employees related to COOP and Emergency Response Operations, including the Residential Building Assessment initiative.
- Coordinate communication regarding emergency situations to staff, including responses to local events, weather events and other emergency situations.
- Coordinate ongoing outreach and communication with homeowners, landlords and tenants related to emergency preparedness.
- Create and conduct emergency preparedness and/or post-event related surveys and manage all data captured, as well as, working with senior staff to analyze data.
- Participate in agency-wide, local, state and federal planning and preparedness activities.
- Prepare regular reports and updates for senior management / internal stakeholders and acting as internal Agency liaison. Conduct other duties related to emergency preparedness, as directed.

PREFERRED SKILLS
- Proficiency in Microsoft Word, Power Point, Excel, and Outlook
- Excellent verbal and written skills
- Experience and advanced knowledge in Continuity of Operations Planning and one or more of the following areas: business continuity planning, public sector emergency management, disaster recovery planning; and application of applicable local, state and federal rules and regulations.
- Experience in planning emergency exercises.
- Participation in the response and recovery efforts of an actual disaster event
- Demonstrated ability to work effectively as a part of a team.
- Ability to perform well under stressful conditions.

Qualifications:

Baccalaureate degree from an accredited college and two years of satisfactory, fulltime experience related to the projects and policies to be studied in the particular
position.
