POSITION PURPOSE:

The Safety and Security Specialist develops, monitors, evaluates, and maintains safety programs, policies, and procedures that ensure compliance with all federal, state, and local requirements for Rail. This position investigates, classifies, and reviews occurrences, accidents, and incidents for Rail; conducts safety inspections and safety training classes; and maintains property and casualty policies.

 

ESSENTIAL JOB FUNCTIONS:

  • Reports to the Safety and Security Manager on all aspects of the Agency’s safety as it pertains to field operations, vehicles, facilities, customers and HART personnel. Monitors program effectiveness; tracks and prepares periodic reports. Identifies and recommends safety policies and procedures. Attends Safety and Security Committee meetings to reinforce safety and security procedures.
  • Investigates, classifies, and reviews occurrences, accidents, and incidents. Develops corrective measures to minimize reoccurrence. Conduct on-the-scene accident investigations. Conducts weekly accident reviews; reviews videos of events occurring on HART revenue vehicles. Ensure that accidents, unsafe acts, and complaints are properly investigated, maintain operators Safe Driving record
  • Investigates any security incidents and reports findings to senior staff. Interpret footage during the investigation process of any reported incident.
  • Investigates Safety Events in accordance with 49CFR Part 673 and HART PTASP. This includes the review of all accident reports, and related documentation; makes accident prevention determination consistent with contractual provisions; processes determinations and initiates Notices of Infraction when needed.
  • Conducts monthly compliance and safety inspections. Documents ongoing monthly and annual hazard identification, analysis, and Corrective Action Plans (CAPS). Assists with internal audits of the Safety and Security department.
  • Updates and maintains all written safety programs, such as HART System Safety and Security Program Plans, Hurricane Plan, Emergency Contingency Plan, Occupational Safety and Health Plan, Emergency Response Plan, and OSHA and FTA/FDOT/SSO regulatory and compliance reporting requirements; keeps informed on current developments of federal and state safety laws likely to affect the agency; ensures compliance with requirements.
  • Develops and facilitates comprehensive training in response to identified trends or hazards to prevent injuries, safeguard work areas, and improve safety performance across all assigned areas for Bus and Rail operations and maintenance. Provides safety direction and training to Streetcar operations and maintenance. Coordinates training for employees within specific areas, including vehicles, facilities, power, signal, communications, and control systems.
  • Coordinates emergency management drills for employees and patrons with first responders; conducts quarterly fire drills.
  • Coordinates with AMTRAK and CSX Railroad as it pertains to safety and security.
  • Responds to employee, public, and patron safety concerns.
  • Perform internal safety and security audits.

 

MARGINAL FUNCTIONS:

  • Performs other work-related duties as assigned.

 

REQUIREMENTS:

 

Education and Experience:

  • Bachelor's Degree in a related field and three (3) years of related experience in organizational safety and security. Additional experience may substitute for education on a year-to-year basis.
  • Preferred: Three (3) years of safety or security experience in a Transit environment.
  • Or an equivalent combination of related experience, training, and education necessary to perform successfully in the role.
  • Preferred USDOT’s Transportation Safety Institute, National Transit Institute, Certifications

 

Machines, Tools, & Equipment Used:

  • Ability to operate small office equipment, including copy machines or multi-line telephone systems, as well as a computer for both data entry, word processing, and/or accounting purposes.
  • Ability to operate surveillance equipment or cameras, as needed.

 

Licenses/Certifications:

  • Valid Florida Driver’s License or be able to obtain within in 10 days of hire or moving to the State of Florida.
  • Transit Safety and Security Program Certificate Rail (TSSP) or must be able to obtain within (2) two years of employment.
  • Public Transportation Safety Certification Training Program Rail (PTSCTP) or must be able to obtain with in (2) two years of employment
  • Certified Safety Professional certification, preferred.

  • Knowledge of standard office practices, procedures and equipment.
  • Working knowledge and basic understanding of investigation tools and techniques.

 

Physical Demands/Work Environment:

  • Work is performed in a standard office environment. Incumbent may sometimes be located in an outdoor, street, community, or shop environment.
  • Occasional exposure to chemicals, noise and fumes and/or Biohazards.
  • Subject to all weather conditions.
  • Subject to be called and responds at non-traditional work hours.
  • Subject to frequent standing, walking, bending, reaching, stooping, and lifting of objects up to 30 pounds.
  • Subject to view on-board camera surveillance of crime scenes and/or possible fatalities.
  • Subject to carry out surveillance by sitting and observing persons for extended periods of time.
