Under the direction of the Area Humanitarian Manager, this role supports efforts to build and coordinate strategic humanitarian relationships with organizations, governments, and other community leaders and facilitates humanitarian efforts in the Utah Area, managing humanitarian projects, initiatives, and programs or other designated operations as assigned. This role assists the Church in providing individuals and families access to basic needs (food, clothing, shelter, sanitation, education, etc.) as aligned with the 5 Year Area Humanitarian Plan, helping people become economically, emotionally, and physically self-reliant.

Responsibilities

• Provide some strategic and primarily operational support to Church humanitarian efforts in the Utah Area and according to the 5-Year Area Humanitarian Plan and the Church’s Global Priorities, as applicable. 

• May collaborate with internal temporal affairs divisions, external NGOs, and government and community officials in assigned countries/regions in the Area to facilitate the project life cycle, procurement of resources, and accountability through evaluation and monitoring. 

• Provide technical analysis for assigned humanitarian initiatives and programs and support applicable budgeting, project management, communications, regulatory compliance, and business logistics. 

• Contribute to Area humanitarian reporting and evaluation for Area Leadership and support humanitarian and best practice training for assigned Area staff and volunteers. 

• Support the application of emerging technologies, including utilization of global project management and communication systems, to accomplish humanitarian work. 

• May manage another humanitarian specialist and volunteers, as assigned. 

• As applicable, coordinate member-focused humanitarian efforts in assigned countries/provinces. 

• As applicable, support a specific sector of humanitarian expertise to a global audience within Welfare and Self-Reliance Services. 

• Support project planning, cultivating partnerships, and technical expertise in conceptualizing and contributing to digital or written materials for Church-wide distribution and within the Welfare and Self-Reliance Department. 

• Facilitate training and consulting with employees and volunteers as assigned (as invited by Area leadership) and identify external resources supporting Church-wide and Area-specific efforts. Percentages may vary based on Area need: 

50% - Manage the humanitarian project life cycle for specific country/province efforts and support the implementation of the 5-Year Area Humanitarian Plan and applicable Global Priorities. 

30% - Identify and maintain relationships with internal Church divisions, external NGOs, organizations, and government officials to accomplish the 5-Year Area Humanitarian Plan in assigned countries/provinces. 

15% - Report, evaluate, and analyze Area humanitarian initiatives, programs, and activities to Area/HQ leadership, as assigned.

5% - Manage the application of technology, communications, and systems and other work as applicable.

Qualifications

• Minimum of 6 years of professional and operational experience, including 2 years of direct management experience with demonstrated success working with upper-level management and managing and balancing large budgets. 

• Bachelor’s degree in international development, business, project management, social development, or related degree or equivalent work experience. Master’s Degree preferred. 

• Strong understanding of the principles and guidelines of Welfare and Self-Reliance Services and humanitarian standards and the ability to apply them to the 5 Year Humanitarian Plan and address and resolve complicated humanitarian challenges. 

• Intuitive ability to establish relationships of trust with mid-level and some senior Church, organization, and community leaders and represent Welfare & Self-Reliance Services with professionalism and integrity. 

• Excellent problem-solving, listening, change management, and negotiation skills, including strong written and verbal communication skills, and English language proficiency. 

• Ability to learn systems and processes quickly and be proficient using personal computers to utilize databases, spreadsheets, word processing, internet, text, and e-mail communications. 

• Demonstrated experience training employees, volunteers, and other staff on-site and remotely, individually or in groups. 

• Church leadership and administration experience and a strong understanding of the influence of cultures and practices in the Area. 

• Must be able to work collaboratively and travel up to 40% of the time.

• This is a hybrid position with 3 days in-office at the Church Office Building.
