About the Department

Are you a skilled real estate or business negotiator who is looking to serve the public and apply your talents in new and diverse ways? The city of Thornton Infrastructure Department wants you on our team! This position will primarily support the property transactions and property management functions related to the city’s 17,000 acres of agricultural land it owns in Weld and Larimer Counties. Activities range from: administering the city’s oil and gas leases; negotiating agreements for surface use, easements, and leases; divesting of property; and assisting with Capital Improvement Projects.  You will join a team of high performing professionals, who value initiative, engagement and collaboration.

Under direction, administers the real property program in the City's Infrastructure Department. The real property program consists of property management, property valuations, inventory management, and the acquisition and disposition of the City's real property, including ditch company shares, land, easements and rights-of-way, mineral rights, property for utility facilities, and property for Capital Improvement Projects.

Position Duties

Coordinates with Infrastructure Staff, the City Attorney’s Office and other City Departments to administer the Infrastructure Department’s real property program.

Develops acquisition strategies, negotiates, and manages real estate transactions related to the real estate interest.
 
Develops recommendations for selling surplus properties, and disposes of real property pursuant to city policy and industry best practices.
 
Administers the city's mineral rights interests, including royalty accounting, negotiating and administering leases, surface uses, and other related agreements.

Assists in the management of the City’s agricultural properties, including developing and evaluating rates for farm leases and house rentals.  
 
Provides assistance to staff in the valuation of real property to be purchased or sold. 

Prioritizes, coordinates, tracks and evaluates the progress of real estate projects.
 
Advertises, and markets real property to potential purchasers.
 
Conducts showings, prepares and conducts negotiations, and coordinates closings.
 
Attends inspections, obtains surveys and appraisals.
 
Assists in the preparation and collection of all necessary documents to complete approved property sale disposition or acquisition including title work, contracts, addenda, deeds, City Council communications and/or resolutions.
 
In coordination with city staff, negotiates the acquisition of rights-of-way, easements or other property interests as required to ensure compliance with the provisions of Thornton's Water Court decree, contracts, or Capital Improvement Projects.

In coordination with city staff, negotiates the granting of easements, rights of way, or other encumbrances on city property. 
 
Responds to public inquiries regarding real estate activities, location of city-owned property, rights-of-way, and easements.
 
Reviews and approves appraisals for real estate transactions.
 
Reviews and recommends acceptance or rejection of real estate contracts and leases.
 
Writes City Council communications and recommendations; makes presentations to City Council. 

Makes presentations and represents Thornton in meetings with various entities including cities, counties, school districts, water districts, potential buyers and sellers in regard to Thornton's real estate acquisition and disposition plans or processes.
 
Plans and directs work of legal and other professional consultants.

Coordinates with contractors on surveys, title work and appraisals.

May be required to work overtime as needed.

Performs other duties as assigned.

Minimum Qualifications

Education/Experience:
Bachelor's degree in Real Estate, Business Administration, or other related field from an accredited college or university; three years' real estate experience. Equivalent combinations of education and experience may be considered.

Licensing/Certification Requirements:
May need the ability to travel to various locations in a timely manner as the job requires.

Knowledge, Skills, and Abilities:
Knowledge of Colorado real estate laws including eminent domain.
Knowledge of appraisal processes and techniques.
Knowledge of real estate terminology, rules and regulations.
Knowledge of the policies, procedures and goals of the city of Thornton and the department.
Knowledge of the organization, purpose, current issues, projects, and employee responsibilities of the department.
Knowledge of applicable federal, state, and local laws, codes, and regulations.
Knowledge of city of Thornton personnel policies and procedures.
Knowledge of city of Thornton purchasing policies, goals and procedures.
Knowledge of techniques used in long-range planning.
Knowledge of basic principles of finance and ability to develop, manage and maintain budgets.
Knowledge of the oil and gas industry's technical and financial aspects, including leasing, regulations, accounting and general industry processes and procedures.
Skill in interpreting engineering plans and specifications.
Skill in effectively negotiating real estate transactions.
Skill in preparing accurate construction records and developing technical documentation.
Ability to interpret, understand, and comply with complex statutes, ordinances, regulations, standards, and laws.
Ability to analyze and evaluate information accurately.
Ability to convert abstract ideas into easily understood procedural guidance.
Ability to organize and facilitate meetings.
Ability to listen well and communicate effectively orally and in writing with various audiences.
Ability to investigate and resolve complaints, analyze problems, identify alternative solutions, project the consequences of proposed actions, and implement recommendations in support of work plans and goals.
Ability to draft policies and procedures.
Ability to use standard office equipment, computer equipment and software including word processing, database management, spreadsheet applications and electronic mail.

Ability to establish and maintain effective working relationships with employees, management, elected officials, boards and commissions and members of the general public.

Physical and Mental Requirements:

While performing the essential duties of this job, the employee is required to reach, stand, walk, finger, talk, hear and make repetitive motions. This position is mostly light work, exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. The employee is required to have close visual acuity.
