SUMMARY
Act as liaison between IMRF and members of the Illinois General Assembly and their staff; with employers and employees who are interested in legislative change; with professional associations, unions, and other groups interested in IMRF.


ESSENTIAL DUTIES AND RESPONSIBILITIES
Review all bills and bill amendments introduced in the General Assembly to determine which ones affect IMRF.  Draft summaries of all bills impacting IMRF. Work with the LRB to draft proposed legislation.

Represent IMRF to legislative sponsors and legislative staff. Have legislation introduced into the General Assembly, as requested by the Board of Trustees.

Meet with employer groups, employee groups, legislators and their staff, and IMRF staff and Board of Trustees to present matters related to legislative issues. Act as staff assistant to Board of Trustees’ Legislative Committee.

Manage legislators' queries, complaints and constituent requests regarding IMRF benefits.

Assist with the resolution of extraordinary member and employer requests and complaints.

Attend legislative committee meetings on bills affecting IMRF.

Keep affected IMRF staff apprised of possible legislation that may affect IMRF.  Act as facilitator for staff implementation of legislation amending the Pension Code.

Assist in training IMRF staff members, including employer and member services representatives, on dealing with legislative matters.

Conduct studies of IMRF pension and disability benefit plans, particularly in comparison with other pension plans in Illinois and other states.

Recommend changes in legislation to Board of Trustees and IMRF Management.  

Keep abreast of changes in federal and state law, including Social Security issues and federal and state tax issues.
Other duties as required.

SUPERVISORY RESPONSIBILITIES
This position has no supervisory responsibilities.

QUALIFICATIONS

EDUCATION AND EXPERIENCE
A bachelor’s degree is required.

A concentration in government, public administration or equivalent preferred.

3-5 years experience in government affairs, legislative staff, or lobbying work is required.

Excellent analytical skills are required.  Complex issues must be analyzed and communicated in an understandable manner to key groups.  Must be able to quickly analyze IMRF’s policies and statutes.

Must have excellent communications skills, both verbal and written, to present information to groups and individuals of varying points of view.

Must have valid driver’s license; must be able to drive a car to and from Springfield and other Illinois locations.  Will be required to perform work in Springfield for extended periods of time, including overnight stays.

SALARY AND BENEFITS

The expected annual salary range for this role is $103,515 - $109,725. Please note the salary information is a general guideline only. Salaries are based upon candidate skills, experience, and qualifications, as well as market and business considerations. The range listed is just one component of IMRF's total compensation package for employees.
