Job Description

This position is for a motivated professional who will be responsible for conducting reviews of local governments water supply and flood control related planning initiatives and local comprehensive plans within the Division of Flood Control and Water Supply Planning. The successful candidate will bring experience in water supply and flood control planning and review of local planning efforts.  

This professional position is responsible for performing statutory program reviews of submitted local government (draft, proposed, and adopted) comprehensive plan and plan amendments, 298 District Water Control Plans, Campus Master Plans, DRI, and Sector Plan applications, amendments, as well as non-statutory reviews such as Local Mitigation Strategy Plans, Watershed Master Plans, Resilient Florida Flood Vulnerability Assessments and Flood Adaptation Planning and related documents. Determines consistency of those documents with state statutes, statewide flood mitigation and flood adaptation plans, regional water supply plans, Sea Level Rise and Flood Resiliency Plan, and other District programs. Activities and responsibilities also include: providing technical assistance and intergovernmental coordination for comprehensive planning, including Water Supply Facilities Work Plans (Work Plans) and Local Flood Vulnerabilities/Resiliency Adaptation and Mitigation Planning documents providing program management (review procedures, web content, document and work logs, reports, and maintaining databases); and managing special projects and other assignments (including reviews of State of Florida legislation actions as assigned). 

The position may attend internal and public meetings and forums and prepare periodic reports. The successful candidate will have experience in working with counties, municipalities, 298 district/special water control districts and regulatory agencies; familiarity with utilities, local mitigation strategy committees and other local governments in the SFWMD region; and experience in working in a team environment. Applicant should be familiar with SFWMD's enabling legislation as well as agency and state rules concerning governmental planning, and floodplain management regulations. Candidate must have strong ability to plan, manage and coordinate projects, and meet deadlines. 

This position may be filled at a lower level. 
 
Key Responsibilities: 
  • Integrate local government policy and planning projects related to both water supply and flood control coordination with local governments. 
  • Ensure coordination with local governments in the development and review of local comprehensive plans and plan amendments, 298 District Water Control Plans, Campus Master Plans, DRI, Sector Plan applications, amendments, and Water Supply Facilities Work Plans (Work Plans), 
  • Ensure coordination with local governments in the development and review of FDEP Statewide and Local Resilient Florida Vulnerability Assessments (380.093 FL Statute), FDEM Statewide and Local Flood Mitigation Plans (including Local Mitigation Strategy Plans, Watershed Master Plans, FEMA Map updates), and their integration with the SFWMD Sea Level Rise and Flood Resiliency Plan. 
  • Collaborate with internal and external stakeholders, proactively engaging with them and addressing review comments and suggestions. 
 
Employment Guidelines: 
Staff Analyst: 
Typically has Bachelor's degree in a related discipline such as but not limited to Water Resources Engineering, Urban Planning, Public Administration, Economics, or Government and 6+ years' experience that demonstrates measurable career and technical progression. Master’s degree preferred.
 
This position may be filled at the Policy and Planning Analyst level 
 
Analyst: 
Typically has Bachelor’s degree in a related discipline such as but not limited to Wat3er Resources Engineering, Urban Planning, Public Administration, Economics, or Government and 2+ years' experience that demonstrates measurable career and technical progression. Master’s degree preferred.  

Licenses:
Valid State of Florida Driver's License. 

Physical Requirements/ Working Environment:
Due to the District's response role and in the total scope of emergency management, this position may at times be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies.
