JOB SUMMARY
The Residential Building Manager – Harbord Square is responsible for the effective and efficient facilities management of the affordable housing residential buildings at 30, 50, and 65 Harbord Square. This includes oversight of building maintenance, contractor management, health and safety compliance, and service delivery standards in collaboration with the appointed facilities management company.The role also includes overseeing 321 apartments across three buildings, as well as the retail and commercial units within the development, including a health centre, primary school, and sports hall, ensuring they are effectively managed from a facilities and operational perspective. However, tenancy and property management are not part of the role, as these responsibilities are handled by the appointed managing agents.
The Residential Building Manager – Harbord Square will work alongside the Operations Manager (CWRML) and the Estate Management Team, with support from the Vertus and Canary Wharf Residential Management (CWRML) Senior Management Team. From time to time, the role may also require covering responsibilities for other members of the site or management team, as directed by the Operations Manager (CWRML) and General Manager (Vertus).
Annual Salary: £50,000–£60,000 (dependent on experience)
Working Hours: Monday to Friday, 8:30am–5:30pm

MAIN RESPONSIBILITIES
- Overseeing the facilities management of the three affordable housing residential buildings, ensuring they are well maintained, compliant, and operated efficiently.
- Liaising with the appointed facilities management company to ensure high service levels, planned preventative maintenance (PPM) is executed, and reactive maintenance is handled effectively.
- Supervising contractors and service providers, ensuring quality of service, adherence to SLAs, and cost control within agreed budgets.
- Ensuring compliance with all statutory obligations, including health and safety, fire safety, and building regulations, in coordination with the Associate Director – Fire and Lift Safety, Operations Manager (CWRML) and General Manager (Vertus).
- Monitoring and managing all building systems, plant, and equipment, ensuring routine inspections, maintenance, and necessary upgrades are carried out efficiently and economically, while maintaining required records.
- Conducting regular site inspections and audits of plant rooms and communal areas, producing reports for the Operations Manager (CWRML) and General Manager (Vertus), and addressing all issues proactively.
- Carrying out daily quality checks of 30, 50, and 65 Harbord Square to promptly resolve minor and major building-related issues.
- Keeping the Operations Manager (CWRML) and General Manager (Vertus) fully informed on all building-related matters and producing necessary reports.
- Monitoring the planned maintenance of the plant and equipment, ensuring that all works are completed efficiently, records are maintained, and compliance is met.
- Monitoring the critical compliance programme, ensuring efficiency and compliance with life safety regulations. Escalating any life safety issues as per company policy.
- Scheduling and overseeing all communal area small works, keeping management updated on progress and completion.
- Monitoring contractor response times and producing periodic reports for the Operations Manager (CWRML) and General Manager (Vertus).
- Assisting in appraising quotes and tenders for jobs and service contracts.
- Reviewing and appraising risk assessments and method statements (RAMS) and issuing permits to work.
- Performing contractor monitoring to ensure adherence to permits to work and safe working practices. Issuing yellow and red cards where necessary.
- Collaborating with the Operations Manager (CWRML) and General Manager (Vertus) in budgeting and cost management for all aspects of building management at 30, 50, and 65 Harbord Square.
- Ensuring all emergency procedures are in place and regularly reviewed, including fire safety plans, evacuation procedures, and life safety equipment maintenance.
- Managing waste disposal and recycling operations in line with sustainability initiatives and the wider estate’s environmental strategies.
- Overseeing the operation and maintenance of shared building amenities, including plant rooms, back-of-house areas, and infrastructure serving the residential buildings.
- Maintaining oversight of the retail and commercial units from a facilities and operational perspective, working alongside the relevant estate management teams to ensure compliance and smooth operations.
- Acting as the primary point of contact for escalations related to building maintenance and facilities management issues.
- Ensuring all insurance-related incidents are reported and processed correctly, liaising with relevant stakeholders as required.
- Collaborating with the appointed managing agents to maintain compliance with the Building Safety Act, ensure the golden thread of information is up to date, assist with building-related queries, and contribute to the quarterly resident engagement newsletter.
- Attending quarterly resident engagement meetings to provide updates on building management matters.
- Supporting the Property Managers, where applicable, during any periods of absence.
- Responding to emergency building-related incidents outside of normal office hours, including being on call and attending on-site when necessary.
- Carrying out other reasonable duties as instructed by the Operations Manager (CWRML) and General Manager (Vertus).
PERSON SPECIFICATION
- A good overall education to ‘A’ Level, NVQ Level 3 or 4 standard, or equivalent (including English and Maths).
- TPI Level 2 qualification attained.
- IOSH Managing Safely and NEBOSH General Certificate are desirable.
- Basic knowledge of Building Management Systems.
- Understanding of key legislation related to residential property management.
- Ability to interpret and understand complex legal documentation, such as leases.
- Knowledge of Health & Safety regulations, including COSHH and RIDDOR, with experience in conducting risk assessments.
- Experience in budget management. Understanding of legislative requirements within affordable housing.
- Working knowledge of Health & Safety legislation, including the Building Safety Act 2022.
- Awareness of anti-discrimination and equal opportunities legislation. Excellent communication skills.
- Willingness to undertake further training as required.
- Knowledge of fire risk assessments and ensuring compliance with fire safety regulations, including regular reviews and implementation of necessary actions.
- Minimum of two years’ experience in residential property management (or other relevant experience).
- Experience with affordable housing projects would be beneficial.
- Experience in monitoring expenditure and financial reporting for budgets.
- Minimum of two years’ experience in a management position.
- Experience in relationship management with RMCs, RTM Companies, and Resident Associations.
- Experience in instructing and managing large contracts of work.
- Background in a customer service-oriented environment.
- Strong time management skills with the ability to manage multiple tasks effectively, work independently, and use initiative.
- Commitment to teamwork and ability to work effectively as part of a team.
- Strong verbal and written communication skills, with the ability to produce professional materials within required deadlines.
- Ability to build and maintain positive relationships with residents, staff, contractors, external agencies, and other Canary Wharf Group employees.
- Ability to build rapport while maintaining objectivity and professionalism when dealing with residents, contractors and staff.
- Excellent IT skills, including proficiency in email and Microsoft Office Suite (Word, Excel, PowerPoint).
