Position Summary
Reporting to the General Manager Contracts & Controls, the Pre-Contract EPC Manager is responsible for the development of the Projects Procurement Strategies and engagement of EPC Contracts, Consultants and Network Service Provider suppliers for Squadron Energy’s wind, solar and storage projects. The role requires interactions and coordination with the assigned Project Manager for the Project(s) and coordination with internal stakeholders, 3rd Party providers as applicable to provide support and management services from the development of procurement strategies, tender documents and procurement phases and management of such agreements and provide support to the Project Manager to deliver projects (may be multiple projects) in the Squadron Energy Portfolio.
Key Responsibilities
Develop and implement procurement strategies to ensure robust, transparent, and efficient procurement are undertaken in line with project budgets and schedules.
Ensure that Squadron Energy's risk allocation objectives and tolerance are considered in all procurement processes.
Deliver pre-contract services across Squadron Energy, including managing consultants and advisers to ensure financial close for projects.
Provide commercial and procurement expertise, advice, and assistance across all business units.
Ensure major procurements have clear procurement plans and tender evaluations.
Lead negotiations on major procurement projects with external parties.
Engage with development and technical teams to define project requirements, specifications and key risks.
Manage the development of contract schedules (technical and commercial) and coordinate drafting and review of major contracts.
Monitor and advise on latest generation and storage technologies and improvements along with innovative construction technology advances in relation to the renewables sector.
Establish and manage procurement processes, contractor pre-selection and procurement registers.
Report progress against established baselines to measure performance throughout the procurement life cycle.
Build and strengthen key external stakeholder relationships.
Identification and evaluation of potential contractor’s capabilities, safety and quality performance, financial health and ESG metrics.
Support Economic Development teams in developing growth opportunities for regional businesses, First Nations businesses and underrepresented groups.
Provide Contract & Project Management advice and recommendations to support the Project Manager and Pre-Contract Managers in the administration of early works contracts and other agreements (Network Service Providers, Financing, and design) to ensure financial close for projects.
Drive a safety culture, ensuring the health and wellbeing of all Squadron Energy employees.
Skills and experience
Experience and knowledge
At least 10 years of experience working in Procurement or Project/Commercial Management in construction or energy / renewables sectors.
At least 5 years in Project Management roles managing various stakeholders and functional teams to ensure coordinated requirements and documentation is delivered to support the pre-contract tendering, award and administration of packages.
Strong understanding of the civil / infrastructure projects, energy industry and familiarity with renewable energy technologies is preferred.
Experience negotiating complex infrastructure and finance agreements.
Strong understanding of EPC contracts, engineering specifications, and project management concepts.
Qualifications
Tertiary qualification in Law, Project Management, Quantity Surveying, Engineering or a related field.
Driver’s licence.
White card.
