About the Department
THIS POSITION IS DESIGNATED AS NON-BARGAINING UNIT AND THE INCUMBENT SHALL SERVE IN AN "AT-WILL" CAPACITY.
Provides administrative and technical support to the Human Resources Department, such as maintaining employee records and information. Serves as support and back up to greet the public, answer and route administrative telephone calls and handle sales.
Position Duties
The following duties are standard for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.
Evaluates intermittent leave requests, determines eligibility and communicates leave approvals/denials to employees.
Maintains log of documentation for various leave and pay policies (i.e. - medical documentation, bereavement documentation, jury services, etc.).
Monitors, generates various reports, audits and prepares corresponding documents related to bargaining unit performance evaluations, expiring credentials, and milestone anniversaries for distribution to departments. Provides notices to departments and employees when action is required on such items. Prepares necessary employee communication and clinic authorizations for other medical related visits as needed.
Assists with Personnel Action Forms and data entry.
Responds to records requests and verifications of employment. Responds to verification of employment inquiries by disclosing approved information upon receipt of signed release.
Utilizes established letters and memoranda to communicate with internal and external customers.
Establishes new employee files, electronically and otherwise. Responsible for organizing and maintaining files by sorting and filing documents and records alphabetically.
Assists with answering routine employee questions related to attendance, leaves, credentials, etc.
May assist with entries and updates of personnel data.
Assists with entry of annual salary progressions as defined by policy and/or collective bargaining agreements.
Monitors and maintains the department’s inventory to include ordering and organization of employee service awards.
Monitors and maintains the department’s EDMS and scanning protocols.
Assists with coordination and administrative support for employee events and other department or Agency programs.
May be certified by the Department of Justice to roll fingerprints as part of the Agency’s background check process.
Performs all front desk/HR Administrative Clerk duties while providing coverage.
Participates in employment outreach activities including representing RTA at job fairs and other events.
Prepares attendance discipline and serves as back-up to other discipline processes, such as taking hearing notes.
May assist with coordinating department meetings, preparation of meeting agendas and taking notes/minutes for certain meetings.
Ability to speak Spanish is required.

Minimum Qualifications
QUALIFICATIONS

EDUCATION and/or EXPERIENCE
High school diploma or general education degree (GED) is required (Associates or Bachelors’ Degree in Human Resources or related field is preferred); and 2-3 years of professional level administrative support preferably for Human Resources and/or Executive teams.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
COMPUTER SKILLS
Knowledge of basic office equipment and personal computers.
Familiarity with software programs such as Microsoft Office, to include Word, Power Point, Outlook, Access, etc. Strong Excel skills.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
CERTIFICATES, LICENSES, REGISTRATIONS
Possession of a valid non-restricted California driver's license is required.
OTHER SKILLS AND ABILITIES
Knowledge of basic office equipment. Ability to type and use a ten-key calculator. Ability to organize and plan workload and work independently. Ability to establish and maintain effective working relationships with others. Ability to keep confidential information.
