About the Department

Supervises and directs the Water Operations division staff; oversees the day-to-day operations of public water supply wells, tanks, and booster stations. Ensures that the County’s drinking water supply is safe.

Position Duties

• Supervises, trains, and assesses the performance of staff; gives recommendations as it relates to interviewing/hiring, development, and discipline of staff. • Oversees operations of wells and tanks to ensure adequate pressure and flow is maintained in the potable water system. • Oversees major maintenance and construction of wells, tanks, and booster stations; responds to emergencies in the water system and proactively looks for potential issues that could possibly threaten the water quality, pressure, and/or flow to the customer; regularly coordinates responses to alarms outside of normal business hours. • Serves as project manager for special projects related to the public drinking water system, such as well/tank rehabilitation, major control valve replacement, continuous monitoring stations, and more; coordinates with and provides direction to other supervisors, managers, contractors, and consulting engineers. • Directs and administers monthly, quarterly, and annual reporting to the Florida Department of Environmental Protection (FDEP), the Northwest Florida Water Management District (NWFWMD), and any other regulatory agencies. Ensures regulatory requirements are met (i.e. Lead & Copper Program). Responds to information requests, inspections, and audits from the EPA, FDEP, and NWFWMD. • Manages and evaluates County-owned property/sites for wells, tanks, and booster stations, for security, generators, housekeeping, and other requirements. • Supervises the pumping, purification, and usage phases of delivering potable water to the county’s users; responds to water quality complaints from customers or provides direction to staff; interacts with laboratory and customer service divisions to address operational issues and complaints. • Plans and schedules Water Operations activities to comply with established deadlines; performs well chlorination, well monitoring and sampling, regulatory reporting. • Recognizes deviations from established regulatory standards and ensures corrective actions are initiated to maintain compliance and safety standards. • Provides training and guidance to staff on methods and procedures (i.e., proper use of equipment, and handling of bacteriological samples); performs inspections and assists water well staff in monitoring activities and bacteriological sampling; resolves testing abnormalities with the public water supply wells and the distribution system (i.e. samples testing positive for total coliform). • Monitors the inventory and use of materials, chemicals and supplies; coordinates the maintenance or procurement of mechanical equipment. • Completes and submits reports; prepares the section’s annual budget. • Performs other duties as assigned.

Minimum Qualifications

Education, Training and Experience: High school diploma or GED supplemented by five (5) years of water treatment field experience, to include experience in water purification, distribution control functions, and regulatory reporting, two (2) years of which in a supervisory capacity; or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities. Requires experience with Microsoft Word and Excel. Licenses and/or Certifications: Requires a valid driver license. Requires a Class “A” Water Treatment Plant Operator license issued by the state of Florida, or able to obtain the certificate within one (1) year of employment. Must be able to obtain and maintain a Defense Biometrics Identification System (DBIDS) badge.

Physical Requirements: Requires the ability to operate office equipment, to include computers, copy/fax machines, and any related peripherals. Must be able to operate a variety of hand-held and electrical equipment and tools. Must be able to exert over 100 pounds of force occasionally, or 50 to 100 pounds of force frequently, or 10 to 25 pounds of force constantly to lift, carry, push and pull or otherwise move objects. Requires the ability to position self in confined areas, for work overhead and to ascend/descend ladders, stairs, scaffolding, ramps, poles and the like. Requires the ability to traverse irregular, uneven, and/or erratically moving surfaces frequently. Must be able to complete work tasks by bending spine at the waist, requiring full use of the lower extremities, back muscles and spine and the ability to move about on hands/knees or hands/feet. Must be able to reach, extending hands in any direction, and to handle, seize, hold, grasp, turn or otherwise work with hands and/or fingers. This position requires the ability to work for sustained periods of exposure to outside atmospheric conditions. Prolonged periods of walking and/or standing frequently are required in this position. Physical demands are in excess of those for sedentary work. Language Ability: Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions. Must be able to read and interpret a variety of moderately complex technical data, policy and procedure manuals, codes, professional journals. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages used within the parameters of the job and with a broad array of individuals from various professional backgrounds. Intelligence: Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of technical instructions in written, mathematical or diagrammatic form; to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Numerical Aptitude: Must be able to add, subtract, multiply and divide; to determine weight; calculate decimals and percentages; compute discount, profit and loss, ratio and proportion. Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under moderate levels of stress, imposed by frequent deadlines, peak workloads, or public contact. Requires the ability to exercise consistent tact and courtesy when in frequent contact with various professionals, county staff, and the general public.
