About the Department

Jail Health Services – a division of the Public Health Seattle and King County Department – is seeking a Project/Program Manager (PPM) III to lead a project expanding access to Medications for Opioid Use Disorder (MOUD) for residents in King County correctional facilities. The MOUD Expansion Project is a 2-year endeavor to improve access to treatment for patients with substance use disorder by redesigning the program. 

This position will manage the multi-phase from project end-to-end. The person selected will guide the project team in planning, facilitate decision-making, provide analytical and communication support, report status and outcomes, and support the project team through implementation. They will manage a major priority for Jail Health Services and interact with various teams and service areas within the division as well as partners and stakeholders across King County. This is an exciting project with excellent opportunities to be a part of real change for a marginalized population of people.

JHS provides needed health and social services to the incarcerated population located in the King County jails – King County Correctional Facility (KCCF) in Seattle, WA and Maleng Regional Justice Center (MRJC) in Kent, WA.  The primary services we provide include medical, dental, mental health, social and release planning services, treatment of substance use disorders, and pharmaceutical services.  We care about the patients we serve and their health outcomes. Our division includes over 250 employees and an annual budget of over $60 million.

The purpose of JHS is to assure that high-quality health and human services are available to the incarcerated population in the King County adult correctional facilities: the King County Correctional Facility (KCCF) in Seattle and the Maleng Regional Justice Center (MRJC) in Kent. The JHS vision is Opening doors to healthier, happier lives, and the mission is to assess and stabilize serious health problems for the detained population of the King County Correctional Facility and the Maleng Regional Justice Center with a focus on transition from jail.  

Staffed 24 hours per day, 7 days per week, 365 days per year, JHS provides a broad range of health care to all individuals booked into the jails. For patients with serious mental health or medical conditions, special housing units (psychiatric and infirmary) along with a higher level of services and medical monitoring are provided. Since the patient population varies both in numbers as well as in acuity of health conditions, staffing is adapted and flexed to meet the constantly changing needs of the population.

JHS staff manage the complex health needs of underserved populations many of whom come to the facility without access to care in the community and with decompensated acute and chronic health conditions.


Temporary opportunity.   Term-Limited Temporary positions are "at-will" positions but are eligible for benefits. This TLT is currently anticipated to last 2 years. However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels. As a result, the end date of this position may be adjusted based on those decisions.  The County and the Department continue to work to secure long term funding sources.

This vacancy can also be filled as a Special Duty opportunity. For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.

Work Schedule

Typically, Monday through Friday, 8am-4:30pm.  There is flexibility to change the start/end times and flex hours once the selected person starts.
There may be a need to work some evenings or weekends.

Work Location

The work associated with this position will be performed through a combination of remote and onsite work. The successful candidate may be expected to report to the office for onsite work typically (2-3 times per week).  The frequency of onsite work may vary based on business or operational needs and be adjusted accordingly. The primary onsite location is (King County Correctional Facility - 500 5th Ave. Seattle, WA 98104 and Maleng Regional Justice Center - 401 4th Ave. N. Kent, WA 98032).  Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.



Position Duties

Applying equity and social justice principles is a foundational expectation for all King County employees. In this role you will apply equity and social justice principles to all aspects of the work. You will:

  • Provide overall project management for a cross departmental effort to expand availability and access to Medications for Opioid Use Disorder (MOUD) to all residents in King County correctional facilities. 
  • Manage scope, schedule and budget of the MOUD Expansion project. 
  • Lead the project team and sponsors through the process related to project management; train team, assign tasks/responsibilities, facilitate dialogue, and create space for engagement. 
  • Lead future state mapping for the MOUD value stream, identify and prioritize areas of development and needed improvements, and develop a plan for implementation in collaboration with staff, partners, and clients. 
  • Coordinate specific process development and improvement efforts within the MOUD value stream. 
  • Facilitate gathering and incorporating staff, client, and partner feedback into project plans, implementation, and continuous improvement efforts. 
  • Lead change management efforts throughout the life cycle of the project. 
  • Develop and maintain databases or tracking mechanisms for project or improvement work; utilize Microsoft O365 tools to organize and share information with customers, partners, and stakeholders. 
  • Communicate with internal and external stakeholders on project work and outcomes; Respond to inquiries related to projects. 
  • Lead development of visual management tools and report on measures required by a settlement agreement with the Department of Justice. 
  • Lead other small projects or related efforts as assigned, based on capacity.

Minimum Qualifications

Ideal Candidate:

  • At least two years’ professional experience as a full-time project manager, continuous improvement specialist, OR an equivalent combination of education and experience providing the knowledge, skills and abilities to perform the job duties.

Other required qualifications include:

Racial and Health Equity 

  • A well-developed understanding of anti-racism and equity and social justice principles and experience leading projects that integrate equity and social justice into process improvements, program design and policy change. 

Demonstrated knowledge of how business processes and policies contribute to inequities, including the role of structural racism and bias in exacerbating and/or perpetuating these inequities. 

Technical 

  • Skill managing large projects that impact multiple departments.
  •  Experience improving processes/value streams, using Lean or similar process improvement methodologies. 
  • Skill in collecting, analyzing, and visualizing people, service, and cost data. 
  • Proficiency in the Microsoft Office suite including Word, Teams, Excel, and Outlook. 

 

Management of Projects 

  • Demonstrated ability to successfully manage projects requiring attention to detail and coordination of effort, working independently and as part of a team. 
  • Experience facilitating collaborative large and small group work sessions to make group decisions and/or achieve shared goals. 
  • Skill in fostering a culture of teamwork and collaboration with multi-disciplinary colleagues, clients, community groups, and stakeholders to find paths to inform the development or expansion of health programs. 
  • Excellent communication skills (oral, written, in-person, and remote): concise, responsive, clear, accurate communication for diverse audiences (including clients, colleagues, community members, elected officials, representatives of agencies/organizations, and other stakeholders). 
  • Experience utilizing change management principles and tools. 
  • Experience establishing performance metrics and setting targets in the areas of people, service, and cost. 
  • Demonstrated ability to solve problems and manage conflict. 
  • Ability to navigate complex and ambiguous technical work with minimal supervision.


Desired Candidate:

  • Experience leading extensive process improvement projects in a large public sector organization with multiple regulatory compliance requirements. 
  • Project Management certification or specialized training in the subject. 
  • Experience working in a health care organization, especially correctional health care.

 Public Health - Jail Health Services follows and maintains federal and state requirements standards including, but not limited to, Prison Rape Elimination Act (PREA) standards which apply to all public and private institutions that house adult or juvenile offenders.
