The City of Hillsboro is seeking a skilled and motivated Project Specialist to support cross-departmental operations, project coordination, and strategic planning efforts within the Community and Economic Development Department. This role offers the opportunity to contribute meaningfully to projects that shape the City's future and ensure high-quality service delivery to the Hillsboro community.
As a journey-level position, the Project Specialist works under general supervision with autonomy and responsibility for advancing key priorities. The role combines research, planning, administrative coordination, and communication—all within a dynamic, fast-paced municipal setting.

About the Community and Economic Development Department
The Community and Economic Development Department provides leadership and services that support Hillsboro’s growth and vitality. The department is home to five divisions—Planning, Building, Economic Development, Code Compliance, and Transportation Planning—all working together to create safe, connected, and economically vibrant neighborhoods.
What You’ll Be Doing
As Project Specialist, you will be at the center of the department’s efforts to stay organized, on track, and responsive. You’ll work closely with the department director and team members across divisions to coordinate high-impact initiatives and deliver excellent internal and external service.
Key responsibilities include:
- Leading department-wide tracking of strategic plan goals, deliverables, and performance metrics
- Supporting the development and implementation of process improvements and work plans
- Preparing, reviewing, and editing internal documents, staff reports, and presentations
- Conducting research and compiling data to inform planning, reporting, and decision-making
- Entering, tracking, and maintaining project data and documentation
- Coordinating meetings, preparing materials, and supporting department-wide communications
- Providing executive-level support to the department director and responding to inquiries from City staff, Councilors, and community members
Current & Upcoming Projects
- Strategic Plan Progress Tracking – Serve on the City’s Strategic Plan Technical Advisory Committee and coordinate department reporting
- Real Estate Development Support – Help facilitate System Development Charge Financing requests for private and public development projects
- Operations & Communications Support – Assist with visual content development, public-facing materials, and internal logistics
What We’re Looking For
- Skilled in project coordination, task management, and process improvement
- Effective written and verbal communicator with attention to clarity and tone
- Organized and detail-oriented with experience managing timelines and workflows
- Comfortable preparing and editing professional documents and reports
- Able to build strong relationships across teams and with external stakeholders
- Familiar with local government functions, customer service practices, or public administration
- Proficient in Microsoft Office; experience with SharePoint, Adobe Creative Suite (or similar), or video editing is a plus

Minimum Qualifications
- Associate’s degree in a closely related field
- Three years of related experience in project coordination, operations support, or administrative services
- Or an equivalent combination of education and experience sufficient to perform the essential duties of the position
Licenses/Certifications:
- Valid, current driver’s license and a safe driving record

Anticipated Work Schedule
Standard hours are Monday – Friday, 8:00 a.m. – 5:00 p.m., onsite at the Hillsboro Civic Center.
Bilingual incentive pay available:
Employees who can demonstrate the ability to speak Spanish, or any language spoken by over ten percent (10%) of City residents as documented by the most recent U.S. Census, at a proficiency level determined by a fluency test administered by the City, will receive a monthly premium of three percent (3%) of their regular base pay.
