About the Department
Under general supervision, to develop, coordinate, design and implement Countywide environmental, health and safety programs and training. To perform audits, investigations, and environmental monitoring of worksites Countywide for environmental health and safety compliance.
Position Duties
The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
- Designs, develops, coordinates and delivers Countywide environmental, health and safety training;
- Provides support to agency/departmental Safety Coordinators;
- Performs complaint investigations, researches Environmental and Health and Safety regulations;
- Provides support to agency/departmental Safety Coordinators and Environmental Compliance Specialist;
- Conducts safety audits, inspections and environmental compliance training;
- Provides technical support to agencies/departments without designated Environmental Compliance Specialists;
- Prepares environmental plans and environmental permits;
- Performs air sampling, noise monitoring, data interpretation and report writing;
- Assists facility managers in performing routine tasks related to environmental and safety compliance;
- May be assigned as a Disaster Service Worker (DSW), as required*;
- Performs other related duties, as required.
Minimum Qualifications
Sufficient education, training, and experience to demonstrate the ability to perform the above tasks, plus the possession and direct application of the following knowledge and abilities:
Training and Experience Note: The required knowledge and abilities are attained through training and experience equivalent to a Bachelor's degree in Biology, Chemistry, Earth Science, Environmental Science or other related field. Relevant analytical, administrative, lead, supervisory, or management experience that includes interpreting rules and regulations, gathering data and formulating recommendations, and report writing can substitute for education on a year-for-year basis;
AND
Three (3) years of experience in the Environmental Health and Safety field.
Special Requirements
- Ability to travel to alternate locations in the course of work. If driving, possession of a valid California driver’s license prior to appointment and the ability to qualify for and maintain a County driver authorization.
- *As a condition of employment, pursuant to California Government Code Sections 3100-3109 and Local Ordinance, all County of Santa Clara employees are designated Disaster Service Workers (DSWs), including extra help. A DSW is required to complete all assigned DSW-related training, and in the event of an emergency, return to work as ordered.
Knowledge of:
- Local, federal and State of California laws and regulations regarding Environmental Compliance and Occupational Safety;
- Applicable features of the California and Federal Occupational Safety and Health Act;
- Methods of safety audit, inspections and reporting;
- Environmental Permitting;
- Instructional design, development and training techniques;
- English usage, style, grammar, punctuation, and spelling;
- Common computer systems and applications.
Ability to:
- Design, develop, coordinate and implement environmental, health and safety training programs;
- Develop and perform audits, and inspections;
- Conduct investigations, analyze data, and recommend corrective action;
- Prepare procedure manuals to assist departments in developing Environmental Health and Safety permits and policies;
- Learn a variety of computer applications;
- Communicate effectively, both orally and in writing, with people of diverse backgrounds and cultures;
- Establish and maintain effective working relationships with those contacted in the course of work, at all levels, including colleagues, the public, and representatives of other agencies.
