TxDOT's Travis South Area Office located in Austin, TX is looking for one Construction Inspector I, II, III or IV. This position inspects construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals, airports and related structures in accordance with plans and specifications; acts as consultant regarding work progress and problem resolution; may serve as the only inspector on a construction project or assist in overseeing construction inspection activities for very large and complex projects within a district. Responsible to a licensed professional engineer who has full authority for approval of all work. Work requires contact with contractors. May perform materials tests and manufacturing process inspections at fabrication sites. Employees at this level follow standard practices that do not require frequent supervision of details.

This position is for ONE Construction Inspector I, II, III or IV. The Texas Department of Transportation reserves the sole right in determining the level of the position based on the applicant’s work experience, education, skill level, and all other appropriate factors, and based on business needs.

Salary Plan/Grade: 

Construction Inspector I: B18: ($45,521.00 - $71,055.00/yearly) 

Construction Inspector II: B19: ($48,244.00 - $76,028.00/yearly) 

Construction Inspector III: B20: ($51,158.00 - $81,351.00/yearly) 

Construction Inspector IV: B21: ($54,278.00 - $87,046.00/yearly)

May perform materials tests and manufacturing process inspections at fabrication sites. Employees at this level follow standard practices that do not require frequent supervision of details.

Responsibilities for a Construction Inspector I, II, III or IV:

  • Calculates payments due contractors for work completed.

  • Ensures adequate levels of equipment and materials are assigned to projects; ensures material tests are performed and materials meet required standards.

  • Observes and inspects ongoing construction work.

  • Prepares monthly and final estimates.

  • Performs other job responsibilities as assigned. This position requires driving a state vehicle.

Additional Responsibilities for a Construction Inspector II, III or IV:

  • Prepares and reviews correspondence.

  • Attends pre-construction meetings and answers questions from contractors and other attendees.

  • Resolves differences in interpretation of plans and specifications.

  • Documents work progress and issues arising throughout scope of project.

Additional Responsibilities for a Construction Inspector III or IV:

  • Reviews construction records, inspection reports and records audits to ensure contractors build roadways, bridges and related structures in accordance with plans and specifications.

  • Analyzes procedures to identify deficiencies and recommends improvements to management.

  • Ensures adequate levels of equipment and materials are assigned to projects; ensures material tests are performed and materials meet required standards.

  • Interprets plans and specifications and negotiates with producers and suppliers to resolve differences.

Additional Responsibilities for a Construction Inspector IV:

  • Advises supervisor of inspection activities and problems at plants and assists in coordinating inspections

  • Conducts project reviews and coordinates inspections with various inspectors and other district/division project managers.

  • Oversees construction record-keeping activities; recommends payments to contractors; recommends change orders, extra work orders/supplemental agreements; reviews proposed change orders submitted by consultants; prepares reports.

Minimum Qualifications:

Education: High School Grad or Equivalent in general high school studies.

Experience

Construction Inspector I:  No experience required. (Experience can be satisfied by full time or prorated part time equivalent). 

Construction Inspector II:  1 YEAR construction, construction inspection, engineering support, maintenance and repairs, materials or process inspection; or transportation engineering support related experience.

Construction Inspector III : 2 YEARS construction, construction inspection, engineering support, maintenance and repairs, materials or process inspection; or transportation engineering support related experience

Construction Inspector IV: 3 YEARS construction, construction inspection, engineering support, maintenance and repairs, materials or process inspection; or transportation engineering support related experience

Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

Competencies:

Competencies for a Construction Inspector I, II, III or IV:

  • Methods for reviewing plans and specifications for compliance with requirements

  • Persuasion and negotiation of critical issues

  • Reading and interpreting applicable plans, schematics, blueprints and maps

  • Performing calculations using algebra, trigonometry and geometry

  • Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals

Additional Competencies for a Construction Inspector II, III or IV:

  • Applicable plans, specifications and estimates preparation, review, processing and compliance requirements

  • Applicable industry safety standards, guidelines, and specification codes

  • Basic roadway design

  • Performing calculations to include material and labor estimates, expenses, technical survey data and engineering calculations

Additional Competencies for a Construction Inspector III or IV:

  • Construction engineering policies and procedures

  • Applicable inspection methods, procedures and techniques

  • Overseeing and coordinating projects and program

  • Leading, assigning, reviewing, and monitoring the work of others

Additional Competencies for a Construction Inspector IV:

  • Basic traffic management and control procedures

  • Applying engineering principles, practices, and methods in job responsibilities

  • Public relations for maintaining effective working relationships with individuals and groups, both internal and external

Physical Requirements and Working Conditions:

  • Subject to inside and outside environmental conditions

  • Subject to extreme cold and heat; below 32 and above 100 degrees for more than one hour

  • Subject to noise

  •  Subject to vibration

  • Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals

  • Required to wear protective gear-respirator, hard hat, or other device

  • Medium work: Lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs

  • Balancing-walking, standing, crouching on various surfaces without falling

  • Crouching-bending body downward and forward by bending leg(s) and spine

  • Standing-prolonged periods of time

  • Walking-moving on foot to accomplish tasks: long distance/from one work site to another

  • Talking-expressing or exchanging ideas by spoken words

  • Visual Acuity-determine work quality/make general observations of facilities/structures
