SUPERVISORY RESPONSIBILITIES
Supervises assigned management, staff, and interns.
SUMMARY
The Human Resources Officer supports the agency’s mission, vision and values by providing comprehensive HR services that foster a positive, compliant, and equitable workplace. This position oversees the administration of recruitment and onboarding, employee relations, benefits and leave administration, health and wellness, worker’s compensation, safety, compensation, performance management, and personnel data integrity, ensuring compliance with state and federal employment regulations. The Human Resources Officer fosters a positive workplace culture with management and staff to promote engagement, professional development, and equitable opportunities. Through this dual focus, the role strengthens organizational effectiveness while enhancing the employee experience in service of the agency’s community impact.

DUTIES AND RESPONSIBILITIES/ESSENTIAL FUNCTIONS
Responsible for supervising assigned staff, interns and volunteers; recruitment, performance management and other personnel processes.
Serve as a strategic and transformational change leader advancing the culture and inspiring the people of the Fresno EOC.
Provide leadership to attract, develop, and retain highly competent and service-oriented staff that support the mission, vision, values and expectations of Fresno EOC and reflective of the communities we serve.
Promote positive employee relations environment; oversee human resources management activities and responsibilities of Fresno EOC. Implement strategies for the agency’s culture goals, working to make Fresno EOC an employer of choice.
Provide expertise and leadership in all aspects of HR; works collaboratively with HR team to implement changes in policy or best practices. Ensures effective, efficient and legally compliant programs and practices to mitigate risk.
Oversee the development of systems of performance measurement to help envision and create systemic impact measurement, continuous improvement models and data driven decision-making frameworks to drive the strategic objectives of the Office.
Work closely with the Chief Executive Officer, Board of Commissioners, and agency leadership in setting and carrying out Fresno EOC’s vision, mission, and objectives; responsible for long-range strategic planning, financial management, and administration of policies, procedures, programs, goals, and objectives.
Supervise, participate in, and approve the development and administration of the department’s budget; authorize expenditures; monitor budget-to-actual revenues and expenditures; implement mid-year or other adjustments.
Travels for agency business using reliable transportation.
Works evenings and weekends as required.
Maintains regular attendance and punctuality.
Performs other duties as assigned.
QUALIFICATIONS

EDUCATION:
High school diploma or GED.
Bachelor’s degree from an accredited college or university in business administration, public administration, human resources management or a related field required, master’s degree preferred.
EXPERIENCE:
Eight (8) years of progressive human resources management experience, with a minimum of six (6) years of direct staff supervision.
Four (4) years of human resources management experience administering HR practices compliant with California laws and regulations highly preferred.
Experience in non-profit, human services, and/or public advocacy programs preferred.
OTHER QUALIFICATIONS:
PHR, SPHR, SHRM-CP, SHRM-SCP, or other nationally recognized human resources certification preferred.
PHR-CA or SHRM California Law HR Specialty Credential preferred.
Proficient in Microsoft Office Suite and related business software.
Effective presentation, communication and public relation skills.
Strong organizational and time management skills.
Able to implement work plans to achieve goals and objectives.
Willing to work non-traditional hours and days to meet the needs of this position.
Maintain valid California driver's license and the minimum auto insurance as required by state law, or reliable transportation. For those driving agency vehicles, must maintain insurability under agency policy.
