The Portland Street Response Committee (“PSRC” or “Committee”) is a volunteer body that will advise City Council as it supports the development and sustained growth of Portland Street Response.

The Portland Street Response Committee will:

  1. Formally advise the City Council, including through the Community and Public Safety (CAPS) Committee, on issues related to Portland Street Response.
  2. Additionally provide input as needed or upon request to the Mayor, City Administrator, Deputy City Administrator for Public Safety, Program Manager for Portland Street Response, or any additional staff as designated by the above.
  3. Provide its first report and recommendations to the City Council, including through the Community and Public Safety (CAPS) Committee, within six months of appointment.
  4. Conduct research, invite experts to participate, and receive public testimony.
  5. Invite and seek out subject matter experts to inform their work, including experts on behavioral and mental health, first responder programs addressing the needs of people with behavioral and mental health issues, 911 telecommunications, and other first response systems including policing. These experts shall include people who are experiencing homelessness and people who have experienced behavioral health crises. These experts may include labor leadership.
  6. Meet at least once per month.

Position Duties

To be eligible for the advisory committee, members must live, play, worship, go to school, work or study in the City of Portland.

Additionally, members are required to commit to the City of Portland’s core values. The core values are: Anti-racism, Equity, Transparency, Communication, Collaboration, and Fiscal Responsibility. Click here to learn more about the six core values.

What We Look For

We want people from every part of Portland here to share their voice on this committee, especially people who have not been involved before. If you want to serve your community and to help government make better choices, then we want to see your application. The attributes listed below are what will guide our selection process. It is helpful if you are specific in your answers. We do not expect you to be or have everything listed. 

  • You believe government is better when community is involved
  • You are an advocate for racial equity: you want positive and long-lasting outcomes for racial and ethnic communities who have been left out before. You can bring discussion about racial and ethnic communities who need it the most.
  • You have a perspective on navigating the community as a person with a disability.
  • You are available to attend all meetings and participate in the discussions
  • You have lived experience with mental health, substance use addiction, houselessness, or personal and/or professional experience with crisis services or social services. 

Time Commitment

  • Members will meet at least once per month.
  • Members are involved for a duration of 6 months, unless extended by City Council.
  • The anticipated time commitment per month is 5-9 hours.
  • We provide interpreters who will translate the conversation in your language during the meeting. Please ask for an interpreter at least a week in advance of the meeting so we have enough time to make arrangements.

We Remove Barriers

Let us know if there are barriers to your participation.  A $500 stipend will be provided to each Committee Member for their year of service to help cover the cost of childcare, dinner, and transportation as well as compensate you for your time.  Additionally, we can provide a hybrid option of both virtual and in-person meetings to accommodate multiple member’s needs.

Volunteer Ethics

People who join this committee will become what we call “Public Officials,” which means that while you serve you must behave fair and ethically. We will provide training on this once you are accepted. Part of following Public Officials Ethics laws means you must tell the group when you or a relative may financially benefit (or avoid fees) by your recommendations. This is called a “Conflict of Interest.” If you tell us about potential Conflicts of Interest that does not mean you cannot serve, in fact, many committees have potential members with Conflicts of Interest. We appreciate your ethical inclusion of possible Conflicts of Interest on the form included in the application.
