GDC IT Solutions is currently seeking a Chief Cloud & Compute Engineer to work in a hybrid capacity, with on-site presence required in Harrisburg, PA.

As the Chief Cloud & Compute Engineer, you will lead the strategic direction, architecture, and operations of enterprise cloud and compute environments, ensuring alignment with the technology vision, service levels, and customer needs.
Responsibilities:- Lead the Cloud and Compute Architecture and Engineering Team to deliver enterprise cloud and compute technology systems and services.
- Align enterprise cloud and compute strategies with the vision, roadmap, and directives of the CIO and CTO.
- Provide strategic leadership and day-to-day direction across a matrixed organization supporting internal and external customers.
- Interpret technology and market trends to guide enterprise technology foundations and roadmaps.
- Foster a unified team culture across IT teams and promote a customer-oriented service environment.
- Define and track KPIs, SLAs, and metrics to measure the effectiveness and value of cloud and compute services.
- Design and implement business continuity and disaster recovery strategies for enterprise cloud and compute operations.
- Evaluate and optimize system resilience against failures, interruptions, and security threats.
- Develop business case justifications and cost-benefit analyses for technology investments and optimization efforts.
- Manage project delivery and resource allocation for enterprise cloud and compute operations.
- Create and maintain documentation for standards, policies, procedures, and responsibilities.
- Continuously evaluate service capacity and performance to meet current and future demand.
- Assess and communicate incidents and risks related to enterprise cloud and compute technologies.
- Approve, prioritize, and execute strategic initiatives aligned with enterprise goals.
- Contribute to the planning, measurement, and evaluation of performance for enterprise IT operations.
- Lead the adoption and maturity of IT Service Management (ITSM) processes and knowledge management.
- Establish performance standards and evaluate subordinate staff as required.
- Represent the bureau in service management process development and drive annual improvement in ITSM metrics.
- Travel as required, including overnight stays.
- Perform other related duties as assigned.
- Strong knowledge of cloud and compute architecture, infrastructure, and enterprise-scale IT systems.
- Demonstrated experience leading cross-functional IT teams in a complex, matrixed environment.
- Proven ability to align technology operations with high-level strategic goals and customer requirements.
- Experience in designing and managing business continuity and disaster recovery for enterprise IT services.
- Ability to develop and track performance metrics, executive dashboards, and service level objectives.
- Deep understanding of ITSM processes and experience implementing service management best practices.
- Strong communication, leadership, and organizational skills, with the ability to influence executive decision-making.
- Experience managing budgets, developing business cases, and performing cost-benefit analyses for large-scale IT initiatives.
- Knowledge of risk assessment and mitigation strategies for cloud and compute operations.
Preferred Experience
- Previous experience in a government or large-scale public sector enterprise environment.
- Hands-on involvement with ITSM tools and frameworks (e.g., ITIL).
- Familiarity with hybrid cloud architectures, including private and public cloud integration.
- Experience in measuring and improving service delivery across multiple agencies or departments.
- Technical certifications in cloud, compute, or IT management technologies.
