Job Description
Works with the Superintendent to provide significant input and decision-making for the Field Station. Identifies areas of needed improvement and recommends solutions. Manages the Field Station in the Superintendent’s absence and as directed; acts on the Superintendent's behalf with all levels of agency executives.
Provides technical direction and interacts daily with supervisors to ensure effective and efficient operation of all functional areas (e.g., canal levee, structure maintenance, pump stations, etc.). Works with Superintendent to re-direct staff, schedules, and equipment to effectively respond to unplanned events, critical operations and/or special work requests.
Works with Superintendent to develop a sound functional organizational structure for the Field Station that assures clearly defined and documented roles for each member. Manages resources strategically and tactically to assure execution and alignment of Field Station operations with Bureau and Division level business plans and strategies.
Actively participates with both the Superintendent and supervisors to ensure staff’s readiness to respond and support the Field Station's emergency management operations. This includes addressing all regional issues/concerns specific to a field station location. Provides direct input to the emergency management operations procedures used by all field stations.
Works with Superintendent to ensure all safety and security procedures, protocols, and controls are followed. This applies to both District-wide and Field Station-specific requirements.
Ensures all budgets are developed in accordance with Budget Bureau standards and requirements, and accurately reflect financial requirements to attain deliverables. Analyzes budget results against targets and proactively implements mid-cycle adjustments.
Provides substantial input for the annual performance plans and reviews for supervisory staff that includes clear and measurable KRO’s aligned with both the field station's and the bureau’s business plan.
Assists in addressing all HR and performance issues on a timely basis. Incumbent is fully aware of the resources and processes available to resolve issues in the most favorable manner for the District. As applicable, ensures staff meet all licensure and professional certification requirements for their job.
Effectively manages vendor relationships, including usage, costs, and quality of work product.
Strong interaction with representatives from federal, state and local agencies associated with the District's core missions. Maintains tact and diplomacy during difficult situations and resolves disagreements in public settings. Incumbent may represent the field station or bureau on District task forces, inter-agency meetings, or at public forums.
Demonstrates proficiency with software applications such as Outlook, Word, Excel, PowerPoint, and SAP. Ability to clearly present information orally and in writing; effectively document activities; read and interpret written information.
All other duties as assigned.
Work Hours: Monday - Thursday, 6:00 a.m. - 4:30 p.m.
Looking for candidates who have:
Experience working with Computerized Maintenance Management Systems (preferably SAP).
Familiarity with hydro pumping systems, electric pumps, diesel engines, SCADA, PLC’s, control structures, heavy equipment, and their associated planned maintenance/repair.
Working knowledge of Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, etc.).
General knowledge of blueprint/schematic readings to conduct various technical design reviews.
Familiarity with Quality Assurance/Quality Control methods and processes.
Employment Guidelines
Bachelor's Degree in a related discipline with a graduate level preferred and 8+ years of experience that demonstrates measurable career progression in field operations, maintenance, and supervisory roles that can be applied to support the District's strategic goals and objectives.
Typically, this includes experience in the operations and maintenance of water management processes; experience of increasingly responsible work in construction/maintenance/operations; and 4+ years of supervisory experience. An equivalent combination of relevant education and experience may be substituted as appropriate.
Licenses
Valid State of Florida Driver's License
Physical Requirements/ Working Environment
Due to the District's response role and in the total scope of emergency management, this position may at times be required to provide support before, during, and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
Composition of office and field work, with regular exposure to a hot and humid environment in remote and heavily vegetated areas.
