About the Department

Responsible for assisting and monitoring, on a day-to-day basis, the performance of the data communication network in the City's computer center.
Responsible for reviewing and analyzing problems and equipment malfunctions to determine whether the cause is in the operation of the hardware or in the system software, and in assisting management in all technical aspects of data networks. Responsible for overseeing the City’s software packages which includes, but is not limited to all aspects of the MUNIS Integrated Financial System and all its components. This will require training and supervising the computer technician(s), or similar position.

Position Duties

  • Maintains and creates operational logs on data communication equipment.
  • Follows through to ensure that reported systems software and hardware problems are understood, acted upon and corrected. 
  • Maintains and creates an inventory log on all serialized data communication equipment owned or leased by the City.
  • Assists users in the operation of personal computers, i.e., back-up procedures, upgrading, installation of software and training.
  • Assists the assigned technical support person for the City in system generating data communication software.
  • Conducts classes in the proper usage of personal computers, data terminals, printers and related equipment.
  • Actively participates in network planning and equipment installation.
  • Monitors new and add on equipment orders for proper installation, planning and configuration.
  • Provides first-line recovery assistance for network problems. Organizes and maintains manuals for the repair of assigned equipment.
  • Manage the MUNIS Integrated Financial System including both hardware and software environments.
  • Provide stable ongoing outreach and support for MUNIS end users, while reducing cost or expense through procurement, operational efficiencies, and management of enhanced information to make more informed decisions.
  • Handles communication of MUNIS problems, the coordination and communication of MUNIS implementation efforts, and MUNIS Project timelines.
  • Plans MUNIS upgrades and implementations through input on test plans, upgrading desktop clients, as well as onsite support or supervising.
  • Work directly with Munis on all major undertakings including but not limited to scheduling and carrying out all upgrades and migrations. 
  • Coordinates and performs changes to MUNIS workflow rules.
  • Trains and supervises a minimum of one staff member to assist with responsibilities that may require delegation, as well as technical guidance to subordinates.
  • Performs related duties as required.

Minimum Qualifications

  • Considerable knowledge of information systems, software, and applications.
  • Strong communication skills that include the ability to transpose technical dialog into language that can be understood by non IT Professionals.
  • Ability to establish and maintain effective working relationship with City, School and Police Department heads as well as their employees. This includes the ability to communicate with the Vendors (Munis) at all levels from Tech support to their Upper Management. 
  • Good problem-solving skills and ability to work independently.
  • Ability to be “on call” a rotation of evenings and weekends.
  • Ability to keep abreast of new developments and technological advances in information technology.
  • Thorough knowledge of high tech computer components.
  • Thorough knowledge for ordering and use of parts, literature, tools and test equipment. Ability to monitor on a day-to-day basis the performance of the data communication network in the City's computer center.
  • Ability to analyze problems and equipment malfunctions to determine whether the cause is in the operation of the hardware or in the system software.
  • Thorough knowledge of the functions and operations of Wide Area Networks and Local Area Network.
  • Thorough knowledge of the principles, methods, techniques and, standards established by the computer science profession. 
  • A complete understanding of the Munis Software Package, both the backend (Servers/Databases) and frontend (User interface)
  • The ability to work with vendors to solve complex technical problems.

Other Qualifications

  • Bachelor’s degree in computer science or a related field or equivalent specialized training and certification in computer science.
  • Minimum of five years of experience in computer related electronics data communication network.
