General Description and Classification Standards:
Plans and coordinates all aspects of internal IT specific projects from initiation to delivery. Projects would typically be larger or more complex. Responsibilities include overseeing and executing IT projects for the Aviation Information Services team at the Department of Aviation. This involves collaborating with stakeholders to plan project scope, objectives, and deliverables, leading cross-functional teams, and ensuring smooth project transitions with minimal disruptions to business operations. 

Tasks involve managing project tasks, tracking project progress, and resolving issues promptly. Additionally, managing the scope, schedule, and budget of projects, coordinating between technical teams and business sponsors to ensure compliance with regulations and successful project completion. 

The role also involves evaluating potential issues, risks, and scope changes, championing user experience enhancements, and providing expertise in project management processes and team dynamics. This is a fully seasoned professional level capable of independently carrying out most assignments. This level would be attainable by multiple incumbents in a work group (not necessarily by all), but would not be an automatic promotional level.

Fosters a culture of collaboration, accountability, and respect within the project team, ensuring alignment with departmental values and behaviors. Provides leadership in change management practices to support adoption of new systems and processes.

Essential Duties and Responsibilities:
These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.

• Manages projects that often involve network, server, or software implementation and upgrades, PC deployment, and other similar projects.

• Coordinates work done by IT staff and internal customers/partners by defining project requirements, performing feasibility and needs/impact assessments.

• Develops detailed project plans and manages all implementation processes including resource allocation, progress tracking, monitoring change control process, testing, documentation, training, and on-time delivery within budget constraints.

• Establishes work methods, timetables, performance standards, etc.

• Typically has formal project management and/or skills development responsibilities.

• Assist with the procurement of solutions through collaboration with procurement, law, IT, and other resources.

• Manage progress meetings, provide leadership with project status reports, and ensure effective communication.

• Routinely create and maintain comprehensive project documentation and store within document library for internal review, approval, and auditing purposes.

• Conduct field assessments and monitor project progress, respond to and report all project risks and issues, and provide resolution.

• Manage relationships with the client and all stakeholders, including personnel actions and decisions, conflict resolution, and team-building activities.

• Address issues and conflicts within the project team, make critical decisions to keep the project on track, and handle changes to project scope, objectives, or requirements.

• Act as a liaison between stakeholders and communicate project progress, issues, and changes effectively.

• Measure project performance using appropriate systems, tools, and techniques.

• Establish and maintain relationships with third parties/vendors and internal IT resources to approve technical designs and implement solutions.

• Coordinate internal resources and third parties/vendors for flawless project execution.

• Provide clear communication regarding expectations, goals, and deadlines.

• Motivate and manage team members to ensure productivity and quality work.

• Conduct team stakeholder recurring meetings for project status.

• May perform other duties as assigned.

  • Ensure adherence to PMO governance processes, including Idea Value Propositions (IVPs), Business Requirement Documents (BRDs), RACI charts, risk logs, and lessons learned. 
  • Partner with program managers to align project outcomes with departmental KPIs. Incorporate user-centered design principles into project planning and delivery. 

Knowledge, Skills and Abilities:

• Extensive knowledge of concepts, processes, and tools of project management.

• Well-developed technical skills within project management.

• Skill in the use of personal computers and their associated connectivity and networking.

• Skill in assessing the status of IT systems and identifying underlying causes for failures and disruptions in service, and the methods to remediate these issues.

• Ability to plan and carry out virtually all typical assignments within professional area.

• Ability to train others.

• Ability to build effective relationships within the City organization.

  • Ability to mentor and coach junior staff, foster constructive feedback, and build a resilient, high-performing team.
  • Strong skills in executive communication and preparation of briefings tailored to diverse audiences.

Minimum Qualifications:
Education and Experience - Bachelor’s degree in computer science, engineering, or business (equivalent professional experience may be considered for substitution for the required degree on an exception basis). Five (5) years’ of specific professional experience such as team or project lead.

Licensures and Certifications - PMI Certification, ITIL, PMP, CORBIT, CAPM, Certified Scrum Master, Certified Scrum Product Owner.

Preferred Requirements - Master’s degree in computer science, engineering, or business (equivalent professional experience may be considered for substitution for the master’s degree on an exception basis) with five (5) to eight (8) years’ of experience.

Experience working in municipal, public sector, or utility environments. Experience with compliance-driven projects and integration of QA/QC processes. Demonstrated success in change enablement and stakeholder engagement.
