Job Title: Contract Compliance Specialist, Sr.
Salary Range: $50, 668.94- $71,000.00

General Description and Classification Standards
Supervises and evaluates the certification and monitoring process within the Office of Contract Compliance, including the City of Atlanta's Equal Business Opportunity (EBO), Small Business Enterprise (SBE), and the federal Disadvantaged Business Enterprise (DBE) programs pursuant to applicable ordinances. Provides leadership in office operations; reviews bid proposals; prepares reports; answers inquiries; preparing statistical analysis; and processes associated paperwork. Works to promote full and equal business opportunities for all persons doing business with the City of Atlanta.
This is a highly experienced professional who routinely exercises project leadership over complex projects, trains other professionals, or serves as a specialized subject matter expert in one or more specific areas. This level would be expected to have noticeably greater leadership or technical responsibilities than the Senior level. This is NOT a routine promotional level and the specific justification for classification at this level must be documented. Supervision Received Direction received is very general and focuses on end results and is typically collaborative in nature. Position plans own work and project schedules and sequences.

- Provides subject matter expertise in Project Development meetings.
- Prepares Appendix A documents (diversity requirements) for inclusion in eligible RFPs and Bids for applicable projects. Participates in the review of bid proposals and recommends approval or non-approval based on bid specifications based on responsiveness to applicable diversity requirements.
- Performs administration of web-based B2GNow Compliance software, OCC webpage, & ATL Stat data Mediates contractor disputes and adjudicate diversity/compliance/Davis Bacon wage rate issues Directs the monitoring activities of contract compliance specialists.
- Perform site visits to ensure Prime contractors and sub-contractors are adhering to EBO/SBO/DBE guidelines as required by program ordinances. Prepare a written report of site visit findings.
- Performs diversity outreach activities.
- Participates in Post award conferences and assign projects to staff for monthly monitoring.
- Assists in the planning, preparation, review, and administration of the OCC operational budget.
- Prepares reports of Department activities and assist in presenting findings to appropriate City personnel.
- Answers complex inquiries and distributes information to contractors and vendors while attending pre-bid conferences.
- Discusses SBE certification with applicants during review process and conducts on-site reviews.
- Reviews and certifies companies seeking to do business with the City.
- Plans and implements schedule for on-site monitoring of projects for EBO participation and compliance.
- Plans and implements schedule for contract comprehensive review conferences.
- Works closely with other City Departments, such as Law and Purchasing, to ensure complete coordination and compliance with City Ordinances, policies and procedures.
- Decision Making Analyzes the scope of work and funding sources for complex projects to decide which program is most applicable.
- Reviews proponent responses to Bids/RFPs and make determination of responsiveness.
- Works with the OCC director, department of procurement, and City of Atlanta Law Department to ensure document accuracy, and vet major decisions.
- Leadership Provided Supervises support staff, including advanced training and/or complex project leadership.
- Trains users and vendors on OCC policies and procedures.
- Project management; team leadership; establishes processes; creates new tools; serves as mentor, technical expert.

Minimum Qualifications Education and Experience
- Bachelor’s degree in an appropriate discipline (Equivalent professional experience may be considered for substitution for the required degree on an exception basis)
- 3 to 5 years of related experience or any equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilities for this job.
- Preferred Education & Experience Master’s degree in Procurement, Accounting, Business Administration, or related fields plus and 6 to 8 years of experience.
Licensures and Certifications: No licenses or certifications are mandated for the position.
Certification as a Certified Compliance Administrator from the American Contract Compliance Association (ACCA) may be obtained during career.
