The City of Lake Worth Beach invites qualified individuals to apply for the position of Milsoft GIS Coordinator - GRANT.

 

The Full – Time, Non-Bargaining, Non- Exempt position with an hourly rate of $29.36 - $38.82. Working at the Utilities Building located at 1900 2nd Avenue North, Lake Worth, FL 33461.

 

 

The U.S. Department of Energy’s Grid Deployment Office has selected the City of Lake Worth Beach for investment via the Grid Resilience and Innovation Partnerships (GRIP) program to enhance grid flexibility, 

install more than 60 reclosers and other sectionalizing devices to autonomously rebalance the electrical system, integrate battery energy storage (BES) for community solar, new fiber optics connections, install advanced metering infrastructure (AMI), and deploy a meter data management (MDM) system.

 

Positions covered under this GRIP Grant will expire / terminate in accordance with the grant’s timeline: this position will expire on the same date that the grant expires.   The regular work schedule for these positions is Monday through Friday.  All positions are in-person and / or on-site.

 

JOB SUMMARY: 

Under limited supervision and direction from the Assistant Director Transmission and Distribution Engineering, performs duties associated updating the Milsoft Geographic Information System with data related to and specific to the Electric Utility.


 The Milsoft GIS Coordinator will be responsible for maintaining and updating the geographic information system (GIS) to support the electric utility’s efforts in ensuring system reliability. This role includes tracking and documenting Electric Utility key infrastructure components such as pole types (wood, ductile iron, concrete)

transformers (pad-mounted and pole-mounted), reclosers, fiber optic systems, and line replacements. By ensuring accurate, up-to-date GIS data, the coordinator will contribute to the optimization of the utility’s network performance, assist in planning for future infrastructure needs, and help improve overall system reliability and resilience.

 

All candidates must be United States citizens.

 

ESSENTIAL FUNCTIONS:

Milsoft GIS Data Management: Maintain and update GIS data within Milsoft and related software, ensuring accurate records of key electric utility infrastructure such as transformers (pad-mounted and pole-mounted), poles (wood, ductile iron, concrete, Category 5), reclosers, fiber optic systems, and line replacements.

Milsoft Updates: Use Milsoft and related software to track and update the locations and configurations of transformers, poles, reclosers, and fiber optic systems, ensuring all critical data points are reflected in the system for system reliability.

Milsoft Field Data Integration: Collaborate with employees to gather accurate data from on-site inspections and integrate the information into Milsoft GIS and related software, ensuring real-time updates to the system.

Milsoft Mapping and Analysis: Generate and maintain maps, schematics, and reports using Milsoft and related software, ensuring the accurate representation of infrastructure and network configurations, including line replacements and pole types.

Milsoft Troubleshooting and Accuracy: Use Milsoft and related software to identify and troubleshoot discrepancies in GIS data, resolving errors and ensuring that system information is accurate and reliable for planning and operations.

Milsoft Documentation: Maintain comprehensive records of all Milsoft GIS updates and changes, ensuring documentation is properly stored and easily accessible for future reference.

Milsoft Collaboration: Work closely with engineers, and other employees to ensure Milsoft data aligns with operational needs, regulatory requirements, and future planning initiatives.

Milsoft Reporting: Prepare regular reports using Milsoft data and related software on GIS updates, system configurations, and changes to the electric utility infrastructure.

SUPERVISION: This role has no supervisory responsibilities.

 

MINIMUM QUALIFICATIONS:

  • Education: Bachelor’s degree from an accredited college or university with a major in Geography, Geographic Information Systems (GIS), Computer Science or related field preferred
  • Two (2) years of experience with GIS or equivalent combination of training and experience
  • Workflow automation knowledge preferred using Python, Windows Batch, PowerShell, T-SQL or related techniques
  • Direct experience in the Electric Utility Industry or similar is preferred
  • Must have a valid automobile Driver’s License

 

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of MILSOFT GIS specifically is preferred
  • Designs and implements Microsoft SQL Server program interfaces between ArcGIS software and other systems to perform spatial and statistical analysis
  • Trains staff in the use of the Milsoft GIS software and any related software applications
  • Participates in the activities of the GIS in the areas of application development and implementation
  • Designs and Administers GIS data backup and recovery models
  • Resolves software and hardware maintenance and upgrades incompatibilities.
  • Schedules, coordinates and participates in the transfer of existing manual data into the GIS.
  • Responds to the City Emergency Operations Center before, during, and after incidents to maintain and update maps critical to disaster preparedness and recovery operations.
  • Handle requests for map information from local, county, and state entities as it relates to electrical infrastructure.
  • Knowledge of Windows operating system (win10 +)
  • Knowledge of Windows Server operating system (2012 +)
  • Knowledge of GIS programming languages including Model Builder and Python (2 & 3)
  • Knowledge of ESRI GIS software design and analysis
  • Knowledge of Microsoft SQL Server, database software installation, maintenance and analysis
  • Knowledge of supervisory principles and practices
  • Knowledge of digitizing techniques, operating systems, word processors, spreadsheet applications, web design tools, hardware compatibilities
  • Skill in designing and maintaining SQL Server database systems
  • Advanced proficiency in writing SQL queries to extract data from external RDBMS, alter tables, create views, and create triggers
  • Skill in maintaining Windows Server and SQL Server operating systems
  • Skill in graphic rendering for optimum aesthetic mapping (Photoshop, GIMP, Publisher)
  • Ability to communicate effectively both orally and in writing
  • Ability to establish and maintain effective working relationships with those contacted in the course of work


 WORKING CONDITIONS:

Work involves sedentary to light work in an office setting. There is a frequent need to sit, talk or hear, use hands to finger, handle, or feel, walk, reach with hands and arms and to occasionally lift moderately heavy objects (up to 25 pounds) and perform other similar actions during the course of the workday. 


 PHYSICAL CONDITIONS:

Essential and marginal functions may require maintaining physical condition necessary for walking, standing, or sitting for prolonged periods of time; heavy, moderate or light lifting and carrying; repeated bending; operating motorized vehicles.

 

All full-time employees are considered critical in response to emergency situations and may be deemed essential as needed depending on the situation.

 

Employees in this position will be required to complete the FEMA Incident Command System (ICS) Certification Levels 100, 200, 700 and 800 within the first six months of employment.  Certain positions may be required to attain additional ICS training as needed.
