Job Purpose
We are seeking a Business Systems Analyst to support Sacramento County’s Community Development Agency. The selected candidate will play a key role in re-engineering business workflows to improve efficiency and enhance public service delivery. This position will collaborate with subject matter experts, developers, and project managers to gather requirements, document processes, test solutions, and support the County’s permitting application, Accela.
Requirements
- Elicit, develop, and document business and technical requirements.
- Analyze and organize requirements for clarity and execution.
- Record meeting minutes, action items, and next steps.
- Collaborate with developers to clarify requirements during the development cycle.
- Create software test plans, user guides, and training materials.
- Conduct quality assurance testing to ensure system reliability and alignment with requirements.
- Train users on new and existing software systems to maximize adoption.
- Provide project documentation support, including proposals, schedules, change requests, and closure reports.

Preferred Qualifications
- Experience with Accela or working with an Accela development/vendor team.
- Experience in Community Development organizations (permits, inspections, planning).
- Previous BA experience in government or public sector environments.
