The City of Folsom's Office of Management & Budget is currently recruiting for a Senior Financial Analyst to support the Finance Department

The ideal candidate will have a strong background in governmental accounting, including experience managing audits for public agencies and preparing the Annual Comprehensive Financial Report (ACFR). This position plays a key part in maintaining the City’s fiscal integrity, supporting budget development, and ensuring compliance with applicable laws, regulations, and reporting standards. The Finance Department is seeking someone who is collaborative, analytical, and committed to delivering high-quality, accurate, and transparent financial reports.

Under the direction of the Accounting & Financial Analysis Manager, the Senior Financial Analyst will perform highly responsible and complex professional duties involved in the financial reporting, analyzing, and auditing of financial transactions for the City, the Folsom Redevelopment Successor Agency, the Folsom Public Financing Authority, and the Folsom Ranch Financing Authority. In addition, the Senior Financial Analyst may oversee, monitor, and/or direct the work of lower level personnel. 

This is a confidential, unrepresented, exempt position. 

DISTINGUISHING CHARACTERISTICS 
The Senior Financial Analyst is an experienced financial and budget analyst, fully competent to independently perform duties. The Senior Financial Analyst has two principal functions. First, is the design and maintenance of an efficient and effective financial system that serves the City. The second is to act as the financial officer for a designated number of departments and funds. 

This class is distinguished from the Financial Analyst in that it is the senior or advanced level specialist in the series; and, by the independence with which they perform their duties, by the handling of the most difficult and complex work and by performing lead work. 

Position Duties


NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all the duties listed. 

The Senior Financial Analyst position is responsible for the job duties listed in the Financial Analyst job classification as well as the following:

  • Review and approve all journal entries, contracts, budget adjustment requests, recruitment requisitions, and other departmental transactions, and review and verify the financial accuracy of departmental agenda items.
  • Provide leadership in identifying the costs and benefits of current processes and the redesign of alternative processes.
  • Prepare the City’s Annual Comprehensive Financial Report and assist in the annual independent audits.
  • Assist in reviewing, updating and documenting all fiscal policies and procedures.
  • Perform internal audits.
  • Represent the City in explaining budgetary and financial policies and documents, give presentations before the City Council, departments, commissions, and employee groups.
  • Perform related duties as assigned.

Minimum Qualifications


NOTE:  The level and scope of the knowledge and abilities listed below are related to job duties as defined under "Distinguishing Characteristics." 

 Knowledge of: 

  • Thorough working knowledge of Generally Accepted Accounting Principles, accounting theory and transactions, auditing techniques, and Government Accounting Standards Board Pronouncements and Technical Interpretations.
  • Thorough working knowledge of the principles and practices of municipal government accounting and financial reporting, municipal finance, public budgeting, and public policy development.
  • Advanced knowledge of primary and advanced excel spreadsheet functions.
  • Working knowledge of automated financial accounting and reporting systems.
  • Knowledge of the principles of statistics and their practical applications.
  • Knowledge of pertinent federal, state, and local laws, codes, and regulations regarding municipal finance and accounting.
  • Knowledge of the Single Audit Act of 1984, as amended and the requirements of OMB-133 as they pertain to Federal Grant Programs.
  • Familiarity with the principles and practices of municipal debt.
  • Familiarity with banking transactions and reconciliations.
  • Knowledge of effective management practices. 
Ability to: 
  • Analyze complex fiscal information for its meaning and significance.
  • Prepare comprehensive fiscal, financial, and budget analyses and reports that are understandable to non-financial audiences.
  • Work independently in a result-focused manner with the ability to make sound supportable decisions based on issues and facts presented.
  • Recognize and recommend improvements in financial transaction processes.
  • Effectively communicate verbally and in writing.
  • Understand and apply laws, rules, and regulations to specific accounting and financial transactions.
  • Establish and maintain a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.
  • Practice effective time management and project management skills.
  • Operate a PC system with advanced levels in Microsoft Office or similar software applications.
  • Effectively train and provide guidance and coaching to personnel at all levels.

Other Qualifications


Education:
A bachelor's degree, or higher, from an accredited college or university, in accounting, finance, business administration, or a closely related field with a concentration in accounting. 

Experience:
Three (3) years of full-time, paid experience with the City of Folsom in the class of Financial Analyst.

OR

Three (3) years of increasingly responsible experience in a municipal, county, state, or other governmental finance environment.

Substitution:
Experience may be substituted for education on a year-for-year basis

Desirable Qualifications: 
  • Possession of a valid license as a CPA from the State of California Board of Accountancy is highly desirable and can be substituted for two (2) years of experience.
  • GFOA certification as a Certified Public Finance Officer (CPFO) is desirable and can be substituted for two (2) years of experience.
  • Master's degree in Public or Business Administration or Accounting is desirable.
Physical Requirements:

(6) Emotional/ Psychological:  frequent decision-making and concentration; frequent public and/or coworker contact; occasional working alone. (7) Environmental:  frequent exposure to noise.
