Position Summary
Provides leadership, direction, and oversight of Art, Music, World Languages, Talented & Gifted (TAG), and Migrant Education programs to ensure equitable, high-quality instructional opportunities and compliance with state and federal guidelines.
Roles & Responsibilities
- Build and expand our speciality programs to provide our students with multiple opportunities to engage in art, music, TAG, world languages and the Migrant Program.
- Provide leadership in curriculum development, instruction, and assessment for assigned programs.
- Support principals and teachers in implementing high-quality, standards-aligned instruction.
- Plan and deliver professional development for staff in specialty areas.
- Monitor and evaluate program effectiveness through data collection and analysis.
- Ensure equity and access to TAG, arts, world language, and migrant services for all students.
- Oversee migrant education services, ensuring academic and social-emotional support.
- Collaborate with school leaders, district staff, and community organizations to strengthen programs.
- Serve as liaison with state and regional agencies, professional associations, and cultural institutions.
- Communicate program goals, progress, and outcomes to district leadership and stakeholders.
- Supervise assigned staff and manage program budgets and grants.
- Ensure compliance with local, state, and federal regulations.
Qualifications
- Master’s degree in Education, Curriculum & Instruction, or related field (Doctorate preferred).
- Valid state certification in Administration/Supervision.
- Minimum of five (5) years successful teaching and/or leadership experience in one or more specialty areas (Art, Music, World Languages, TAG, or Migrant Education).
- Demonstrated knowledge of curriculum development, instructional strategies, and program evaluation.
- Experience in staff supervision, professional development, and budget/grant management.
- Strong communication, collaboration, and organizational skills.
- Commitment to equity, access, and cultural responsiveness in education.

I. Summary
The Supervisor of Specialty Programs provides leadership, direction, and oversight of Art, Music, World Languages, Talented & Gifted (TAG), and Migrant Education programs. The Supervisor ensures equitable access to high-quality instruction in each program area, compliance with state and federal guidelines, and the integration of specialty programs into the overall instructional mission of Somerset County Public Schools (SCPS).
II. Essential Duties and Responsibilities
Other duties may be assigned by the Superintendent or designee.
- Provides leadership in curriculum development, instruction, and assessment for Art, Music, World Languages, TAG, and Migrant Education.
- Supports principals and teachers in implementing standards-aligned instructional practices.

- Education and Experience

- Certificates, Licenses, Registrations
- Valid Maryland State Certification in Administration/Supervision required.

- Knowledge of state and federal regulations related to specialty programs, including Migrant Education.
- Experience in staff supervision, professional development, and budget/grant management.

- Ability to analyze program data and use results to guide decision-making.
- Proficiency with technology tools for program management, data analysis, and reporting.
IV. Physical Demands
- Regularly required to talk, hear, and communicate with staff, students, and community partners.
- Frequently required to sit, stand, walk, and use hands for office and instructional materials.
- May occasionally lift and/or move up to 25 pounds.
- Specific vision abilities include close vision, distance vision, and the ability to adjust focus.
V. Work Environment
- Primary work is performed in school and office settings.
- Noise level is typically moderate but may increase during school visits, events, or performances.
- Occasional travel required to schools, conferences, and community agencies.
